Managers generally either (1) lead organizations at the office or division level (for large divisions), typically with subordinate division-level managers or first-line supervisors assigned to them, and/or (2) manage and direct the functions and responsibilities of a staff element (typically either at the Division level or under the general supervision of a Chief of Staff). Managers assure the effective and efficient implementation of Agency policies and directives by directing and coordinating diverse work programs through their subordinate division-level managers, first-line supervisors, and/or staff elements. They determine organizational structure; assign work both across organizational elements and to employees with diverse work roles; and manage an organization's or unit's personnel processes, including promotions, awards, staffing, hiring, resource management, performance management, etc. Managers are responsible for leveraging the diversity of their work force to create innovative solutions that support the Agency's mission. They contribute to the Agency Strategic Plan based on their understanding of the mission they lead and may advise their senior management or leadership on organizational matters, offer recommendations, and provide liaison as required for the organization. At NSA, Managers do not receive recognition or special pay for technical work. In this position as section manager, you will lead a team of human resource staff including program managers and team leads. You will provide guidance on human resource policies and strategies.- Develop and communicate strategic goals, vision, priorities, programs, and long-range plans for an organization or the Agency, adjusting them as necessary in response to mission, political, technological or environmental changes. * Guide the organization or program in creating and sustaining a strong customer focus and high expectations for performance. * Oversee, direct, or manage programs. * Define and agree upon areas of responsibility and authority for others. * Manage an organization's internal processes. * Manage an organization's or unit's personnel processes, including promotions, awards, staffing, hiring, and adverse actions. * Evaluate the performance of employees against specified performance standards and goals. * Identify and address performance deficiencies of employees. * Monitor and evaluate work performed by employees, other team members, or contractors. * Provide performance feedback and counseling to subordinates. * Assign tasks or projects to others. * Create work teams with appropriate employees to accomplish work goals. * Establish performance expectations, goals, objectives, or milestones for individuals, teams, or projects. * Motivate and encourage others to accomplish work assignments and goals. * Participate in Agency and organizational personnel decisions for promotion, awards, positions, or training. * Provide recognition and rewards to subordinates. * Recommend or initiate personnel actions (for example, promotions, awards, disciplinary actions). * Supervise the activities of subordinates.The minimum acceptable qualifications listed below are required to be considered for the position. Salary offers are based on candidates' education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position. Entry is with a Bachelor's degree plus 6 years of relevant experience, or a Master's degree plus 4 years of relevant experience, or a Doctoral degree plus 2 years of relevant experience. A high school diploma or GED plus 10 years of relevant experience, or an Associate's degree plus 8 years of relevant experience may be considered. Degree in any field acceptable. Relevant experience must be formal or informal supervisory experience (eg, team lead), and specialized experience in a subject matter related to the position in which the candidate is applying. At least 3 years of formal management experience and experience within the IC/DoD is preferred. The Mid-Level Leadership Program is strongly preferred (must be completed within 6 months of starting the position).Typical work schedule is Monday - Friday, with basic 8hr/day work requirements between 0600 and 1800 (flexible) Salary Range: $106,823 - $164,102 (Senior)U.S. Citizenship is required for all applicants.
