At RBCI, we pride ourselves in providing our clients with superior solutions and services that result in more than simply meeting mission requirements; we strive to solve their toughest problems while exceeding their expectations in responsiveness and flexibility.RBCI provides generous benefits to our employees, including health/dental insurance, short-term/long-term disability, and a 401(K)-retirement plan, in addition to a highly competitive salary.For more information, please visit us at www.rbci.com.Position SummaryThe Systems Analyst (SA) Senior will develop solutions to implement and sustain DMLSS/LogiCole at the Department of Veterans Affairs (VA) Medical Treatment Facilities (MTFs) and their respective Community-Based Outpatient Clinics (CBOCs) as the Defense Medical Logistics - Enterprise Solution (DML-ES) for the Department of Defense Medical Logistics Information Technology Program Management Office (DHA MEDLOG IT PMO).The solution requires support for expanding DMLSS/LogiCole to facilitate comprehensive supply chain management inclusive of medical/surgical supplies and pharmaceuticals, inventory management, procurement support, equipment accountability, biomedical engineering facilities management, ordering and business intelligence applications and electronic health record (EHR) implementation, and the integration of the VA's financial interfaces (VA Legacy Financial Management System (FMS) and the United States Department of Agriculture (USDA) CGI's Momentum).Duties & ResponsibilitiesThe essential and specific functions include but are not limited to the following:Serve as a DMLSS Subject Matter Expert/Trainer to help facilitate the comprehensive transition for the VA to DMLSS/LogiCole.Meet regularly with customer stakeholders to identify and help solution business needs for the VA project, and clearly communicate those business needs to the Scrum Development Team.Work collaboratively with customer stakeholders and Development Team to decompose high-level business needs into user stories (functional requirements) and create and update step-by-step instructions - all of which help facilitate the delivery of deployable software in short Sprints.Serve as the focal point for the analysis, and management of functional step-by-steps and training material.Work with Documentation & Training Leads to align training and educational needs with implementation objectives.Conduct iterative training needs analysis for adoption of DMLSS/LogiCole and replacement of VA legacy applications and interfaces.Design training approach, training strategies and methodologies for workforce readiness.Work closely with the Scrum Team to establish Release/Sprint backlogs, resolve impediments, and provide direction on scope of work to be accomplished.Work collaboratively with internal and external stakeholders, as well as the product development team during the development cycle to ensure the customer needs are being met.Review and evaluate work completed by Development Team to ensure proper scope is met.Lead demonstrations/training to stakeholders and report on the results of each software iteration.Work independently with little supervision and possess the ability to solve complex problems.Performs other duties as assigned.QualificationsBachelor's Degree from accredited college or university preferred; equivalent experience will be considered as a substitute. 10 years of experience with DMLSS medical logistics and equipment management/maintenance operations.Collaborative team player with strong analytical and communication skills.Able to work independently and self-driven.Knowledge of and experience with VA Information Systems is desired.Must be a US citizen and must possess at least a US clearance at the 'Public Trust' level (ie, have had a NACLC or Tier 3 personal investigation).
