Duties
This position is located in the Facilities Review Section of the Program Review Division in the Bureau of Prisons Central Office. The incumbent plans, organizes, conducts, and reports on evaluations of agency programs and operations within the area of Facilities. Findings and recommendations are aimed at substantive improvements to operations or program efficiency.
Incumbent establishes and maintains liaison with agency officials at all levels to keep abreast of developments in the programs for which the evaluator may design evaluations. As a team leader, the incumbent is the agency expert, on site, in the area of facilities regarding any issue that surfaces during the course of a program review. The incumbent gives direction to a team of evaluators who are at the department head level or who are specialists in a particular component of the discipline. The incumbent assigns work, coordinates efforts, and manages assigned resources.

Education:
There is no substitution of education for specialized experience for this position.
Experience:
At least one year of specialized experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
Some examples of this qualifying experience are:
Credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

The representative rate for this position is $117,505 per annum ($56.30 per hour).
Special Conditions of Employment Section:
The incumbent is subject to geographic relocation to meet the needs of the agency.
Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.

- Experience in managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military or other special-purpose installations, including planning maintenance activities and developing preventive maintenance programs.

- Experience in applying and interpreting statistical techniques to evaluate or analyze an issue or problem relating to facilities management.
- Experience reviewing trends in evaluation findings to determine deficiencies and preparing issue papers for the attention of Executive Staff and other agency managers.
