Duties

  • Serve as Chairperson of the Institutional Review Board (IRB) which reviews research protocols involving human subjects.
  • Participate in investigations and advises leadership responsible for adjudication of noncompliance across the full spectrum of severity.
  • Serve as an active mentor to medicine, science, and science support personnel.
  • Complete all research determinations in a timely manner facilitating quicker implementation of non-human subjects' research.
  • Collaborate with the Human Protection Administrator to interpret Federal and DoD guidance and other information, and applies these to the complex and international DoD research mission and regulatory areas.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Personnel Security Investigation is required.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • This position may require the incumbent to work on call during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.
  • Position is designated as Mission Essential. The incumbent will be required to report to work during times of contingency operations, natural disasters, extreme weather or other emergency situations.

Basic Requirement for Institution Review Board Chairperson:

Degree: Bachelor's or graduate (or higher level) degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes advising on clinical medicine, ethics, regulatory compliance issues, scientific method and/or research processes for the Institutional Review Board (IRB) and providing expert opinion and consultation in the areas of research or humans subjects' protection, protocols and regulatory guidance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Education
