Summary

The Mid-Level Management Analyst position is located in USAID's Bureau for Management (M Bureau), within the Office of Management, Policy, Budget, and Performance (M/MPBP), within the Performance Division (M/MPBP/PERF). M/MPBP serves as the Agency's lead advisory office in support of management and operations. The Office ensures alignment of operational policy, budget, and operational performance with USAID goals, manages the Agency Appeals and Suspension/Debarment Process, and provides administrative services for the Bureau. M/MPBP/PERF oversees USAID's central functions related to operational planning, performance, reporting, and improvement and internal customer service. This position is with the Management Performance Strengthening (MPS) team in M/MPBP/PERF. The MPS team develops policy on management performance, facilitates the Bureau for Management's strategic planning and operational performance management processes, designs, and conducts training courses and workshops to strengthen the Agency's capacity in operational performance management, and provides technical assistance to USAID missions, bureaus, and offices on long-term operational planning and performance management.

The Mid-Level Management Analyst will assist in conducting management assessments to promote Agency operational improvements, including improvements in policies, processes, and structure, delivering business analysis training to USAID Washington and overseas staff, and providing technical assistance to missions, bureaus, and offices on long-term operational planning and process improvement.

Responsibilities
  • Assist in development and/or review of strategic plans and operational management plans to strengthen Agency operational performance
  • Analyze Agency operational performance data to identify and help prioritize operational improvement opportunities and make recommendations to senior leaders through briefings and reports
  • Conduct special studies or management assessments of Agency processes and functionsto promote Agency operational excellence and ability to successfully implement development objectives and priorities, including after-action and business process reviews
  • Provide technical assistance to Agency operating units in planning, developing, and conducting internal review studies of related line functions and/or operations with technically complex characteristics
  • Plan, schedule, and conduct analysis of project operations, procedures, and organizational structures, identifying problems or deficiencies and recommending ways to improve the effectiveness and efficiency of operations
  • Produce and/or present information and findings in a variety of formats (e.g., articles, papers, studies, briefings, other media, etc.)
  • Support training delivery to operating units to enhance USAID staff capacity in conducting business analysis necessary to advance operational efficiency and effectiveness
  • Perform other operational performance management tasks as assigned
  • Other duties as assigned

Qualifications
  • Bachelor's degree in business, public policy, public administration, economics, organizational development, organizational management, or a related field and5+ years of specialized experience with the following:
  • Reviewing, analyzing, and evaluating various operational management plans, policies, directives, procedures, systems, etc. to assess organizational impact
  • Applying analytical and evaluative methods to measure quality and efficiency to promote improvements to agency programs
  • Preparing various reports and information on metrics and trends for various operations
  • Background check required with the ability to obtain a USAID Facilities Access clearance
