Division Chief of Maintenance

An Overview
The Division Chief of Maintenance plans and directs street and sewer inspection, maintenance and re-construction activities for the City. The employee in this class holds a top-level, public works, administrative position requiring in-depth technical knowledge of construction and maintenance practices, procedures and materials, as well as applicable laws and codes. General supervision is exercised over all maintenance activities, including emergency operations, of the Transportation & Environmental Services (TES) Department. The work is performed under the general supervision of the Deputy Director for TES Operations. The Division Chief/ Maintenance Services is responsible for preparation and management of a $15 million annual Divisional operation budget, certain capital projects and providing strong leadership to 50 talented and technically diverse staff members as the Department works to meet its goals through the use of data driven planning, effective programming and efficient and effective use of information technology.

The Opportunity
  • Supervises the maintenance staff of hydrants, streets, sidewalks, storm sewers, and bridge maintenance;
  • Provides ongoing implementation and continual development of the use of CityWorks, the City's asset and maintenance management system;
  • Researches and implements stat-of-the-art information, communications, and maintenance solutions to meet internal and external needs;
  • Engages with stakeholders to receive feedback regarding Division performance, provides oversight of heightened customer service and engagement program;
  • Coordinates the development, integration, implementation, and monitoring of the division's operating budget;
  • Leads capital project management team in the development, coordination, communication, and execution of large infrastructure projects- namely the 10 year, $56 Million asphalt resurfacing program;
  • Professionally represents and effectively communicates with the public and elected officials on behalf of the department, in person, by telephone and in writing;
  • Supervises the City's snow operations and response during the winter months;
  • Plans and organizes all street, sidewalk, sewer, and hydrant preventative and corrective maintenance activities;
  • Performs related work as required.

Minimum & Additional Requirements

To qualify for this position, all candidates must posses a Bachelor's degree in the areas of engineering, business or public administration, or a related area with five years of management experience in public works or urban infrastructure operations and maintenance, or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Preferred Qualifications

To be considered as an Ideal candidate, one should be a strategic thinker, leader and possess a strong background in management and supervision of maintenance and or public works projects and staff. They should be able to fully engage in the day to day operations as well as step outside the box and think bigger picture. Effective communication - both verbally and in writing, with all levels of the organization is critical.
