Duties

This position is located in the Education Review Section of the Program Review Division in the Bureau of Prisons Central Office.

Serves as an independent manager and is required to develop evaluation methods and detailed procedures, as well as plan and conduct evaluations, in fulfilling the mission of the section.

Plans, organizes, conducts and reports on evaluations of agency programs and operations within the area of Education. Findings and recommendations are aimed at substantive improvements to operations or program efficiency.

Develops or modifies evaluation objectives, work plans, guidelines, scope, methods, staff requirements and time schedules to meet project needs. Schedules evaluations to effect the most efficient and economical use of resources.

Qualifications

To be considered for the position, you must meet the following qualification requirements.

BASIC REQUIREMENTS:

A. Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.

OR

B. Combination of education and experience--at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below.

OR

C. Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4- year course of study in an accredited college or university.

OR

D. At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.

Education

There is no substitution of education for specialized experience for this position.

Experience

One year of specialized experience equivalent to at least the next lower grade level in the Federal service. This experience must have equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filed.

Some examples of this qualifying experience are:
  • Experience in planning, organizing, conducting and reporting on evaluations of agency programs and operations within the area of Education.
  • Experience in giving direction to a team of evaluators at the department head level or who are specialists in a particular component of the discipline.
  • Experience reviewing work in progress as well as draft reports, working papers, and summaries for compliance with evaluation objectives and policy guidelines.
  • Experience drafting suggested plans, approaches, and objectives as well as recommending areas where additional review would have a significant benefit.
  • Experience reviewing problem areas with agency program managers and recommending changes in policies and program directives to correct deficiencies and improve operational efficiency.

If applicable, credit will be given for experience gained in community, cultural, social service, and professional association on the same basis as paid work experience.

To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities.

Additional information

This position IS NOT included in the bargaining unit.

The representative rate for this position is $117,505 per annum ($56.30 per hour).

Special Conditions of Employment Section:

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.
