Duties

OCMO is responsible for medical oversight for CBP and provides guidance to operations related to Workforce Health Protection/Occupational Medicine, Medical Support to Persons in Custody, Pandemic/COVID Response, Medical Quality Management, Medical Data/Reporting, and Emergency Medicine/Operational Medicine. This critical responsibility is often in the public eye and directly supports CBP's mission to safeguard America's borders thereby protecting the public.

Assignment responsibilities include, but are not limited to, the following:
  • Manage and coordinate the recruitment and hiring activities for an anticipated 25 organizational billets in FY23, to include recruitment of PHS Officers.
  • Manage the recruitment and onboarding of all new hires, detailees, Public Health Service Officers (PHSO), and contract personnel.
  • Devise and implement a hiring plan/strategy to proactively avoid staffing level disruptions/delays.
  • Provide analytical insight into the table of organization and organizational chart, and ensure onboard data/positions are accurate and up-to-date.
  • Advise leadership on the status of recruitment efforts and other Human Capital issues.
  • Liaise with budget personnel to ensure all positions are funded, ceilings are not exceeded, and employment requirements are continuously reviewed to meet OCMO requirements.
  • Support, manage, and track OCMO performance review efforts.

  • Non-CBP employees must ensure they hold a Tier 4 Background Investigation (BI); interested participants should reach out to their agency?s local Security Officer, prior to applying, to ensure they hold a Tier 4 BI.


Qualifications

Qualifications required:
  • Working knowledge of the concepts, principles, regulations, and policies related to human resource management sufficient to plan, organize, evaluate and improve service and processes.
  • Ability to communicate concisely, both orally and in writing, to direct, explain, guide, and negotiate complicated requirements/concepts and contentious work situations to agency leadership.
  • Ability to use independent judgment and discretion to improve program operations and address and resolve human capital program issues.
  • Ability to research, interpret, and evaluate information, precedent cases,
    and statutes and regulations in order to identify issues, recommend actions, and re-engineer processes.
  • Ability to plan, organize, and direct team efforts across organizational lines, including the ability to monitor progress to ensure that realistic objectives and milestones are established.
  • Ability to effectively perform required duties with minimal to no supervision.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
