The Maryland-National Capital Park and Planning Commission is seeking an Athletic Turf Manager who can perform difficult managerial work involving considerable responsibility, complexity, and variety. The individual will be accountable to and provide a wide variety of assistance to the Southern Region Parks Division Chief and the Assistant Chief along with providing direct assistance to the Area Parks and Recreation Division Chiefs and Sports Office Division Chiefs in coordinating, planning, developing, and implementing a diverse and comprehensive program, park maintenance support, and leisure services for special events and projects for half of the County in Prince George's County. Evaluates work performance and counsels workers. Initiates and recommends disciplinary action as required. Investigates and responds to complaints. May act in the absence of the Assistant Chief. The ideal candidate will have experience in a wide variety of Park Maintenance Operations specifically focused on athletic field maintenance and sports scheduling, special event management, and personnel management. This position will be responsible for athletic turf and ballfield management ; park maintenance; trails maintenance and management. The incumbent must be knowledgeable in construction techniques, project management, public/community relations, public administration, program planning, development and evaluation, and fiscal management. Knowledge of park operations including ground maintenance, playground maintenance, turf & ballfield maintenance, equipment maintenance, and trails management. Examples of Important Duties Inspects outdoor athletic facilities to determine needs for the maintenance of minimum health, safety and appearance standards; coordinates work requests and program priorities with the Area Maintenance managers, as well as Maintenance & Development staff and Park Planners. Coordinates externally; meets with citizens community and business-related groups, Park and Recreation Councils, athletic organizations, boys and girls clubs, Board of Education, County and local governments to identify maintenance support needs for leisure and sports support services, Coordinates internally with Area Recreation Division Chiefs, Sports program Division Chiefs, Facility Services Division Chiefs and Park Planners to ensure seamless maintenance support for program services. Investigates and responds to complaints. Assists the Southern Region Parks Division Chief and the Assistant Chiefs with the recommendation and monitoring of operating procedures (eg, hours, security, safety. inventory, control, fiscal accountability, etc.) for maintenance yard, trade shops, park and building facilities. Assists Operations Division with the planning of new facilities and for renovation of existing facilities. Assists with and monitors budget allocations for assigned programs and projects. Controls expenditures within the constraints of approved funds. Initiates bid procedures, procures cost quotations and estimates, initiates and reviews purchase requisitions and check requests. Monitors work of contracted services. Keeps records, maintains and supervises records of purchases, expenditures, time reports, administrative and operational reports are required. Coordinates, receives and review daily, monthly and annual reports as required. Supervise and plan activities of various Park Operation work programs as needed. Assigns work to designated staff and volunteers. Monitors work programs to ensure timely completion and conformance to maintenance standards. Evaluate work performance and counsels workers. Initiates and recommends disciplinary action as required. Conducts research, reviews technical and trade literature, meets with potential and contracted vendors, exchanges information with the Commission units and governmental agencies. Coordinates training for staff. Attends workshops, seminars and conferences to gain professional insight, identify new techniques, methods and equipment for turf maintenance, park facilities and support for activities and special programs relevant to assigned recreation and maintenance operations. Allocates staff and resources to accomplish program standards. Preferred Candidates will possess: Knowledge of park operations including ground maintenance, turf management, athletic field preparations and maintenance, equipment maintenance, and sports operations. Experience with managing grounds maintenance staff performing high level natural grass maintenance, infield maintenance and athletic field maintenance duties. Proficiency in Microsoft Office Suite including using mobile technology; Equipment maintenance and operation; athletic field maintenance and restoration; and estimating ground & turf renovation projects. Ability to manage diverse staff; communicate effectively with citizens and internal customers; produce written reports; and perform math computations. Minimum Qualifications 1. Bachelor's degree in park and recreation administration/management or related field, and four years of progressive administrative and operational experience in recreation and parks management which has included two years of supervisory experience in park and recreation operations and community relations; and two years of fiscal management, or; 2. An equivalent combination of education and experience, and; 3. Valid driver's license or ability to acquire one.
