Resource Manager - Customer Experience CenterThe Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.This position is located in the Immediate Office, Customer Experience Center (CEC), Office of the Chief Administrative Officer (CAO), US House of Representatives (House). The CEC Immediate Office provides management and administrative support to CEC to facilitate their delivery of outstanding customer experiences to the House Community. It also oversees all CEC Directorates' budget planning, formulation, and execution; administrative support for the Chief Customer Officer (CCO); conducts strategic planning for the business unit; plans and conducts employee engagement and communications; and provides administrative overhead costs in support of its mission. Key responsibilities include serving as the primary contact for budget and procurement activities within the CAO; and executing and acting as an advisor on resource management activities for CEC including the development, analysis, and execution of CEC personnel and program/operational budgets; development, analysis, and execution/tracking of organizational procurement plans; and oversight of CEC's payment process activities. The incumbent acts as an advisor to the Chief Customer Officer and on all resource management activities. Incumbent is the primary contact for budget and procurement activities within the Customer Experience Center. Grade level at time of appointment is determined by experience and designated level of responsibility. The position has day-to-day supervisory/managerial responsibilities.This position has access to Personally Identifiable Information (PII).Primary duties/Responsibilities:Maintain and revise internal procedural guidelines and policies governing the development, formulation, and maintenance of the Unit and/or Sub-Unit budget(s) in conjunction and in accordance with those established for the overall CAO budget and capital planning processes. Maintain budget data of actual operating figures for comparison with projected and historical budgets. Provide regular and ad hoc financial status reports. Keep management abreast of the organization's financial status and availability of funds in the budget. Coordinate modifications to the budget in accordance with the CAO budget process.Leads the annual budget formulation process for the business unit. Provide advice and assistance to senior and directorate-level management in the preparation of their annual budgets.Examine budget estimates and proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives.Support project managers in the development and analysis of project funding status in relation to project plans.Manage the unfunded list process to include quarterly review and update of the list. As required, support the development and/or review of unfunded item justifications and/or business cases as well as performing cost benefit analysis.Serve as the Customer Experience Center primary point of contact for procurement management. Maintains, reviews, and performs internal audit of all CEC procurement information to ensure compliance and proper management, in partnership with the appropriate Office of Acquisition Management (OAM) counterpart.Manage annual procurement planning process to include procurement plan development and monitoring of directorate-level execution against the plan.Monitors expiring contract list and ensures appropriate and timely contract actions are taken to keep required contracts active and appropriately funded. Keep CEC management informed of procurement plan issues, deviations, and overall status.Oversee payment process reconciliation program to ensure compliance with CAO policies and procedures on prompt invoice payment and problem resolution, processing of open receivers and unliquidated obligation, and resolution of potential duplicate payments.Oversee asset (eg, servers, routers) life-cycle replacement program and office equipment planning activities.Maintain familiarity and compliance with, and established standards for, all applicable legal requirements, House Rules, Committee and CAO polices and procedures, as well as specific Unit and Sub-Unit practices and procedures.Maintain all CEC policies, procedures, and documentation. Periodically review, audit and update. Serve as the primary point of contact for any internal controls or inspector general audit of CEC policies and procedures related to finance, procurement, or resource management.Perform other official duties as assigned. Qualifications:* Bachelor's degree in a discipline (eg, Business Administration, Management, Finance) related to the position or an equivalent level of professional work experience required.* Advanced degree in a discipline related to the position or an equivalent level of professional work experience preferred.* Knowledge of financial management, budget formulation, and acquisition planning in a corporate, legislative, or government environment.* Knowledge of and ability to apply federal appropriations law and Federal Acquisition Regulations or equivalent.* Knowledge of and ability to use various automated office systems and software programs, to include financial systems/software, electronic spreadsheets, database management, and graphics software (preferably Microsoft Office suite).* Knowledge of financial management principles and objectives; ability to ensure financial accountability.* Ability to develop and formulate budget estimates and justification statements, perform in-depth analyses of budget requests, and write statements supporting funding requests.* Ability to present and defend budget proposals.
