This position has a Basic Requirement for the 1515:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GG-12) in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:Business Analysis - Defining needs and recommending solutions that deliver value to process improvement, communication management, strategic planning, and policy development. Data Visualization - In-depth experience with modern statistical analysis and data visualization tools such as Tableau, Qlik, SAS, SPSS, RStudio, etc. Statistical Analysis - Apply mathematical or statistical theory and methods to collect, organize, interpret, and summarize numerical data to provide usable information. Customer Service - Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.

As a OPERATIONS RESEARCH ANALYST you will be responsible for the following duties:
- Conducts statistical surveys and studies to collect, classify, and evaluate quantitative data in support of predictive modeling, new and existing business processes, data model development, new automation, and all strategic business decisions impacting the personnel security investigations for the federal government.
- Performs analytical and evaluative tasks using statistical procedures such as regression analysis, sampling techniques, forecasting/trend analyses, analysis of variance and non-parametric statistics in support of workload, performance management, predictive analytics, manpower and organizational studies.
- Applies statistical and analytical models to project short and long range impacts to background investigations due to environment factors, policy changes, and adapting it to an enhanced decision support system.
- Uses computer programs to develop and write algorithms to analyze data for statistical significance for use in research, predictive analytics, metric management, and process modeling.
- Conduct surveys to collect data where not already available to support long and short range projects, background investigation requirements, performance metrics and costs to formulate case projections, investigation workload planning, and impacts to budgets.
- Provides analytic advice and consultation to management officials of other organizational staff elements as requested, or when deemed necessary.
- Research and conduct root cause analyses on performance management metrics to understand the business relationships of processes and data.
- Conduct root cause analyses on problems as they arise to help leadership and program managers understand issues.
- Identify the cause by studying qualitative and quantitative features of processes to prevent backlogs, quality, and timeliness concerns.

- Experience in oral and written communications in order to prepare and present papers and staff reports, and deliver briefings in a clear, concise, and logical manner
- Experience using statistical computer programs and facility to write scripts (such as SQL) to extract data
- Ability to assimilate new information and effectively incorporate it into the management decision-making process
