Duties
Handles assignments in the Freedom of Information Act, Government in the Sunshine Act ("Sunshine"), and GAO audits section of the Board and System Operations group in the Internal Administrative Law function. Drafts memoranda to the Board, staff opinion letters, legislative and regulatory proposals (etc.,) and furnishes legal opinions and advice and responds to System and public inquiries concerning Federal statutes, interpretations and opinions concerning internal administrative law matters. In addition to providing legal advice on the broad range of legal issues affecting the internal operations of the Board and System, incumbent acts as a subject matter expert providing legal advice on FOIA and Government in the Sunshine matters. Work includes responding to FOIA requests and appeals and advising on Sunshine issues and may include supervision of paralegal assisting on FOIA requests.

Qualifications
Requirements for FR-25:
Successful candidate is required to have a law degree and bar membership as well as demonstrated analytical ability and strong oral and written communication skills.
Entry level attorney is expected to have a superior academic record from a law school recognized as offering a strong academic program.
*Admission to a recognized bar must be obtained within 14 months after appointment. Title of Legal Assistant will be used until notification of bar admission.
Requirements for FR-26:
Successful candidate will have at least one year of experience as a practicing attorney and general knowledge of internal administrative law issues including FOIA such as may be acquired through work at a federal government agency. Experience providing legal advice on FOIA and Sunshine Act or other administrative law matters a plus.
Requirements for FR-27:
Successful candidate will have at least two years of experience as a practicing attorney and knowledge of internal administrative law issues including FOIA and Sunshine Act. Prior experience providing legal advice on FOIA and Sunshine Act matters preferred. Prior experience providing legal advice on other administrative law matters a plus.
Remarks:
At all FR-levels, successful candidate must demonstrate excellent oral and written communication skills, strong analytic and interpersonal skills (including the ability to interact effectively with management and staff at all levels of the organization), personal initiative, and adaptability in working across legal disciplines. Must also possess strong organizational skills (including ability to handle multiple assignments and organize projects and seem the through successful completion with minimal supervision) and attention to detail. Sound judgment and a high level of discretion given the access to highly sensitive information also required.
