For more information, visit cherokee-federal.com*Active Secret clearance required* SUMMARY Contracting Program Manager will be responsible for all aspects of program performance with a specific client and contract. Provides overall direction to all project level activities and personnel for that contract. ESSENTIAL DUTIES AND RESPONSIBILITIES Includes the following: Manages the ASEAN Regional Forum (ARF) portfolio, which includes drafting briefing papers, liaising with Department of State, interagency, and foreign interlocuters, overseeing logistics for ARF meetings and workshops. Works with EAP/MLA's Foreign Assistance (FA) Unit to develop and manage ARF programs and workshops to advance US strategic objectives and support the ASEAN outlook. This includes coordinating with the FA Unit on program design and metrics, and to support travel of experts or participants for EAP/MLA programs and the preparation and implementation of grant/contract commitment mechanisms for all EAP/MLA-managed ARF programs, whether in the region or in the United States. As a member of the ASEAN team, supports EAP/MLA's ASEAN team as a back-up for the Deputy ASEAN Affairs Officer and assists with preparation for US-ASEAN and East Asia Summit ministerials and summit. Creates regular opportunities for MLA staff to share best practices, ideas, suggestions, or other knowledge on outcomes from programming and ensures those are incorporated into future program design. Conforms to all United States Government rules, regulations, and policies. Up to 50% CONUS and OCONUS travel may be required. Other duties as assigned. SUPERVISORY/MANAGEMENT AUTHORITY Lead and/or guide the work of other employees. EDUCATION AND EXPERIENCE BA degree. Two (2) years of experience with government management policies and procedures, government accounting and reporting, contracting and procurement, and restrictions on programming stemming from Congressional provisions (or equivalent). Three (3) years of experience in the development and implementation of foreign assistance capacity-building programs, multi-tasking complex projects and processes, requiring interpersonal and customer service, writing, analytic, problem-solving, and computer skills experience (or equivalent). Project Management Professional (PMP) certification suggested but not required KNOWLEDGE, SKILLS AND ABILITIES Basic knowledge of Department of State procedures. Effectively support the office in the drafting briefing papers, supporting special events (ie. summits and ministerials), and the design and implementation of ARF program goals, objectives, outputs, and program-level performance measurement systems, including results frameworks, providing inputs into the monitoring and evaluation planning. Ability to obtain and maintain a suitable security clearance and DoS badge. Ability to manage implementation of multi-country development- and policy-focused programs. Ability to communicate and work cooperatively and effectively with a diverse range of stakeholders including but not limited to other Department Bureaus, other US agencies, Embassies and USAID Missions in the region, Congress, foreign interlocuters and other partners. Shall be familiar with government budget processes. Upon entry to MLA, and in discussion with office leadership, shall obtain any additional outstanding certifications as required. Successfully pass a federal background check and a drug screen Must have active secret clearance and maintain required clearance level On Tuesday, Dec. 7, a federal judge issued an injunction blocking President Joe Biden's COVID 19 vaccine mandate for federal contractors. Cherokee Federal is monitoring the court case and awaiting a final ruling. As a result of the injunction, Cherokee Federal is halting the enforcement of the mandate, however, if the injunction is lifted and the mandate remains, Cherokee Federal must reenact its vaccine requirement. WORK ENVIRONMENT Work is primarily performed in a climate-controlled office environment.
