Overview: The Human Resources Specialist I works on the Department of Commerce contract to provide Personnel Action Request (PAR), Payroll, and Benefits (PP) services, for ten Bureaus/Offices with a total population of approximately 22,000 employees. At the HR Specialist I level, the incumbent will perform a limited range of technical work assignments in processing or supporting personnel, payroll, and benefits actions for DOC employees, which require practical knowledge of HR specializations. The incumbent support higher level HR Specialists in the interpretation, development, implementation, and administration of a variety of staff assignments in various human resources program areas. Responsibilities: Responding to customer inquiries related to HR processing and benefits via phone, email, and employee portal, utilizing a knowledge resource library to provide guidance to managers and employees on program guidelines and rules.Utilizing the HR Guide to Processing Personnel Actions (GPPA) to timely and accurately code and process various appointment and staffing actions in the automated personnel and payroll system to document employee's official personnel actions.Reviewing employee's official personnel folders to examine records to accurately compute service computation dates, identify periods of active and inactive service, creditable military service, determine leave category, and retirement.Preparing or processing benefits transactions, such as health and life insurance enrollments, payroll deductions, and Thrift Savings Plan requests. Reviews documents to determine if complete and accurate and advises employees on requirements. Researching agency and federal regulations, standards, guidance and procedures at the request of HR specialists.Creating, updating, tracking, and monitoring the status of tickets through the processing cycle. Using automation software applications for word processing, graphics, and database management to support office activities.Utilizing databases or spreadsheets to create, enter, and retrieve data for reports.Establishing and maintaining a variety of personnel documents and files.Other duties as assigned. Qualifications: 1 year experience providing support to staff in a variety of Federal civilian HR areas such as staffing, onboarding, processing, payroll, benefits, time and attendance, policy and research, customer service, etc.Knowledge of and skill in applying human resources management rules, procedures and operations pertaining to staffing/onboarding, PAR, Payroll, and/or Benefits processing. Knowledge of and skill using various computer equipment and software equipment to prepare documents, input data, compile and generate reports and monitor administrative controls.Strong commitment to providing an outstanding customer service experience.Strong written and oral communication skillsCritical thinking and analysis skillsSelf-motivated, self-directed, persistent, and detail-oriented Must provide proof of COVID-19 vaccination status or obtain an approved accommodation request (as required by law) within 30 days of employment.
