Position Description: If you are an experienced Federal Contracts Specialist, and would like to mentor acquisitions software development teams, this position is for you. We are looking for a Federal Contracts SME (Subject Matter Expert) with Contracting Officer experience to mentor teams of engineers and software developers in Washington, DC. Bring your expertise and collaborative skills to make a positive impact supporting our senior leaders at the Department of Veterans Affairs. SERCO supports the Department of Veterans Affairs (VA), which is looking to improve their acquisitions processes by developing new versions of Momentum Acquisitions/Contracts management software. The role of the Federal Contracts SME is to apply experience and train development teams in VA and Federal acquisitions/contracting processes, to assist in developing scenarios-based development and red-teaming, and to participate in the briefings to customers on interim and final products. In the Federal Contracts (SME) position, you will:Provide senior SME support for Federal Contracts and Acquisition ManagementSupport as an adviser and consultant to software developers and government administrators managing acquisitions through the entire contract cycleSupport federal customers with analyzing current acquisition processes, recommending opportunities for streamlining and enhancing acquisition processes, and developing and implementing solutions to meet customer requirementsConduct independent analysis of problems, research and recommend solutions, and execute resolutions steps to address client issues with acquisition/contract management software developmentProvide functional support for testing such as developing test scenarios and documentation and performing validation testing for the core Momentum application and reportsProvide functionals support for new initiative implementation activities, such as requirements analysis, development of design and configuration documentationProvide support for federal government mandated initiatives Qualifications: To be successful in this role, you will have: The ability to obtain and maintain a Public Trust ClearanceA Bachelors degree (10 years of experience can be substitute in lieu of degree)10 years' experience and proficiency in federal contracts managementFormer Contracting Officer with more than three years of federal contracting experience as Contracting OfficerDemonstrated experience with and knowledge of the Federal Acquisition Regulation (FAR) guidelines and US Government contractingExperience conducting a wide range of acquisition lifecycle activities, including:Acquisition planningContract awarding and closeout activitiesSource selectionFirm fixed-price contractsT contractsCost and price analysis and negotiation experienceCost plus and cost reimbursementExperience using a modern contracting writing systemStrong written and oral communication skills, including the ability to effectively communicate and interact with senior level management and clientsExperience in business process improvement and modernization of acquisition processes at a large federal agencyStrong written and oral communication skillsDesired Qualifications:Comfort working at client offices and participating in internal corporate quality assurance processesFamiliarity with ISO 9000.1 processesFamiliarity or experience with Momentum softwareIf you are interested in supporting and working with the Department of Veteran's Affairs and a passionate Serco team, then submit your application now for immediate consideration.
