Senior Performance Analyst Marketing Statement:

Metro is seeking to fill a Senior Performance Analyst position reporting under the Chief Operating Officer in the department of Operations, Budget, Planning and Performance. This is a senior-level role responsible for developing and leading performance improvement strategies and projects that address Metro's most pressing challenges in the areas of safety, operational efficiency, and the customer experience. This position will entail partnering with leadership within Operations (Senior Vice Presidents and Vice Presidents) to scope projects and tactically executing project plans with the support of at least one (1) direct report. The ideal candidate has project management experience and is a strong self-starter, curious, analytical, organized, collaborative and comfortable supervising a small number of employees.

Minimum Qualifications:

Education
  • Bachelor's degree in Public/Business Administration, Planning, Engineering, Data Science, Financial Management, History, Mathematics/Statistics, Political Science, Economics or a related field.

Experience
  • A minimum of eight (8) years of experience involving quantitative analysis, analytical problem solving, metric development, data modeling, data visualization and/or business strategy implementation.

Certification/Licensure
  • N/A

Preferred
  • Master's degree in Public/Business Administration, Planning, Engineering, Data Science, Financial Management, History, Mathematics/Statistics, Political Science, Economics or a related field.

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Job Summary:

The Senior Performance Analyst collects, analyzes, documents and communicates performance measure results to staff and management, the Board of Directors, and transit riders. Working on behalf of client offices and senior management, the Sr. Performance Analyst conducts root-cause analysis, identifies process gaps and opportunities to achieve best practice, drafts recommendations for management including compelling data visualizations, and promotes achievement of performance results. The Senior Performance Analyst facilitates business plan development at the Chief and Assistant General Manager (AGM)-level and interacts regularly with Executives and senior management to inform and build internal and external performance measurement reporting.

Essential Functions:
  • Collects, analyzes, documents and prepares internal and public reports on performance measures to evaluate how effectively Metro is meeting strategic goals, business plan objectives and/or mitigating risks.
  • Analyzes measures not performing at target to discover and document root-cause and applicable business processes impacted.
  • Prepares and communicates performance analysis results and recommendations to client offices within WMATA, senior management and media relations, utilizing the appropriate mix of tables, graphs, PowerPoint presentations, narrative(s), visualizations and other techniques to support audience understanding.
  • Gains consensus from executive stakeholders on performance reporting needs and formulates data gathering and official reporting requirements, leading development of informal and formal surveys.
  • Communicates with management, employees, and customers to assist the development and enhancement of performance measures and publicizes methods and results to create organizational learning.
  • Prepares Chief Business Plan guidance and AGM-level business plans by interviewing Executives and documenting core services, key accomplishments, priorities, actions, performance measures and facilitating discussions to identify risks to achieving strategic goals. Incorporates reporting needs from across the organization in guidance documents, including the Office of Budget and Management Services (OMBS), the Office of Transit Asset Management (TAMO), and the Office of Quality and Internal Compliance (QICO).
  • Compiles and displays peer transit agency data for senior management to compare performance, in accordance with confidentiality requirements. Interviews peer agency staff to gain insights on agency practices and success factors and shares with senior management.
  • Serves as internal consultant to the Office of Chief Operating Officer (COO) and other Executives, monitoring results, clarifying and documenting challenges, developing recommendations, confirming owners and facilitating executive meetings to implement process improvement.
  • Conducts data quality checks to retain Metro's credibility and enable management to have accurate data to resolve service problems, maximize service reliability, and minimize cost. Leads efforts to mitigate data quality risks by improving data collection processes.
