As the Human Resources Branch Chief, you will be a major supporter of the activities and functions of the Sheriff’s Office. The Fairfax County Sheriff's human resources office provides services and support for over 600 sworn and civilian positions working in a 24/7 environment in a variety of assignments throughout the County including the adult detention center, court security, and civil processes matters. Oversees 13 positions including 5 direct reports, covering all HR functions including personnel, payroll, recruiting and hiring, applicant background screening, occupational safety and health, employee relations, labor relations and EEO. The position also oversees performance management and the uniform promotional process as well as sworn staff evaluations.

Leads strategic HR initiatives including workforce planning, succession planning and promotional processes, and crafts policy decisions for the agency. Serves as the lead in human resources for Command Group and establishes human resources management best practices and provides consistent human resources guidelines and procedures on a departmental/divisional and agency-wide basis. Serves as a critical liaison and works closely with the agency general counsel on matters facing the agency such as EEO complaints, ADA requests, grievances, and terminations. Works also the liaison for the Sheriff’s Office and interacts with county human resources on all matters dealing with personnel and employee relations matters.

  • Manages senior level professional level staff servicing multi-departments in human resources programs and initiatives;
  • Leads strategic human resources departmental initiatives related to Human Resources, such as, Workforce Planning, Succession Planning, etc.;
  • Provides leadership guidance and assistance to senior departmental management on all aspects of human resources issues;
  • Serves as lead for human resources on departmental steering committees that establish best human resources management practices, benchmarking, and consistent human resources guidelines and procedures on a departmental basis.

  • Extensive knowledge of the principles, practices, and techniques relating to human resources;
  • Extensive knowledge of the legislative and executive decision making processes;
  • Ability to identify and determine appropriate methods for gathering data;

  • Ability to use word processing, spreadsheet, and presentation software;
  • Ability to supervise professional and paraprofessional employees including coaching, counseling, training, and evaluation.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in human resource management, public administration, or a related field; Plus four years of professional-level human resources experience including one year in a supervisory capacity.

CERTIFICATES AND LICENSES REQUIRED:
Valid Driver's License.

PREFERRED QUALIFICATIONS:
  • Higher Degree in human resources management, public administration, or a related field.
  • HR Certification: SPHR, PHR, IPMA, SHRM-SCP, SHRM-CP.
  • Experience working in a Public Safety or Uniform Military organization.
  • Experience working with Policymaking Boards or Senior Management Groups.
  • Experience with employee relation management.
  • Experience supporting organization with over 500 employees.

NECESSARY SPECIAL REQUIREMENTS:
  • All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. PHYSICAL REQUIREMENTS:

Work is generally sedentary, performed in a normal office environment. Ability to work effectively under stress; ability to communicate clearly and concisely, both oral and written. Ability to operate keyboard-driven equipment. All duties performed with or without reasonable accommodations.
