Job Announcement

This position is a project manager for home sales within the First-Time Homebuyers Program (FTHB) including Affordable Dwelling Units (ADU), Workforce Dwelling Units (WDU), Housing Choice Voucher Homeownership (HCV-HO) and other homeownership properties and loan programs.

The position responsibilities for the sale of properties includes eligibility determination of FTHB applicants; serves as the primary liaison with developers, lenders, escrow companies, realtors, contractors, other county agencies such as the County Attorney and Department of Planning and Zoning, as well as working with low- and moderate-income families; works with developers to find qualified purchasers for new ADUs and WDUs or works directly with homeowners for the resale of these units in the County’s FTHB Program; ensures the property meets standards for purchase; markets properties for sale and conducts or coordinates open house events for prospective buyers; monitors and maintains the website advertising affordable homeownership units for open house events and immediate sales opportunities; analyzes first-time homebuyers’ documents to determine their eligibility to purchase a home based on program policy, regulations and underwriting criteria; prepares real estate contracts, contract addenda, and any other legal documents required for sale of FTHB properties; reviews closing documents and coordinates settlements; continually monitors the overall progress of the sale to ensure it meets required timelines and regulations.

Responsible to answer follow questions and inquiries to program orientations and information session presentations by explaining complex program regulations and providing one-on-one pre- and post-purchase counseling, financial education or other housing counseling, as needed.

Attends division and/or team meetings to improve inter- and intra-division communication and coordination of activities and projects. Assist with compliance projects of FTHB units, including annual occupancy certifications, as needed. Maintains accurate client and property records in the Yardi database, and in electronic and paper files according to division standards.

(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a Bachelor's degree in planning, engineering, architecture, economics, construction science, business or public administration, finance, real estate or related field, plus two years of experience directly related to assigned program area.


  • Knowledge and experience administering an affordable homeownership program, including Fairfax County's Affordable Dwelling Unit ordinance and the federal Housing Choice Voucher Homeownership program.
  • Knowledge and experience in real estate sales, including contracts, closing documents, loan underwriting criteria, home inspections and rehabilitation of homes is preferred.
  • Knoweldge and experience with lending and underwriting.
  • Experience determining income eligibility.
  • Knowledge of the federal Housing Choice Voucher Homeownership program.
  • Ability to give large-scale group presentations to the public & interested members of the community on the FTHB program.
  • Excellent customer service is a must.
  • Excellent written and verbal communication skills, including communicating with diverse populations.
  • Excellent computer skills, including, but not limited to, experience with Yardi (or related affordable housing database).

The appointee to this position will be required to complete a criminal background check, and a driving records check to the satisfaction of the employer.

Job is generally sedentary in nature, however, job entails walking, standing, sitting, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor; ability to drive a vehicle. Incumbent must be able to operate keyboard driven equipment and computer. Ability to communicate with others verbally and in writing. Employee may be required to lift up to 15 lbs. (all duties).
