Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. The Commercial Building Branch of Land Development Services (LDS) seeks experienced candidates to fill two Engineer IV positions in the division. These positions work u nder the supervision of the Deputy Director of the Building Division.

Engineer IV - Subject matter expert in building code.
Serves as lead engineer for the plan review of complex new construction with advanced engineering designs in accordance with the Virginia Uniform Statewide Building Code (USBC). Communicates design deficiencies, code requirements and engineering principles to project stakeholders and design team. Conducts quality control of plans for new construction previously reviewed by county staff. Performs research, provides training, interprets code provisions and offers resolution to design and construction challenges. Determines design trends and discrepancies in the building code and develops corresponding code changes. Complies with established LDS's safety program and guidelines. Complies with county, agency, and job specific training requirements, including but not limited to emergency management and safety-related courses. Position requires incumbent to operate motor vehicle to drive to/from construction sites, offsite meetings, training and/or conferences.

Engineer IV - Project management specialist.
Serves as project manager representative to the Operations Division responsible for the advancement of assigned projects through the building plan review and inspections process. Serves as lead engineer for the plan review of complex projects with advanced engineering designs in accordance with the Virginia Uniform Statewide Building Code (USBC). Communicates design deficiencies, code requirements and engineering principles to project stakeholders and design team. Conducts quality control of plans previously reviewed by engineering staff. Performs research, provide training, interprets code provisions and offers resolution to design and construction challenges. Performs other duties as assigned to further the goals and objectives of the agency. Complies with established LDS's safety program and guidelines. Complies with county, agency and job specific training requirements, including but not limited to emergency management and safety-related courses. Position requires incumbent to operate motor vehicle to drive to/from construction sites, offsite meetings, training and/or conferences.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for “Any combination, experience, and training equivalent to”) Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; PLUS five years of progressively responsible professional experience in the appropriate engineering field
CERTIFICATES AND LICENSES REQUIRED:
  • Driver's License
  • Professional Engineer or Registered Architect licensed in Virginia. ( An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.)
  • Building Plans Examiner exam issued by international code council (ICC) or Commercial Building Inspector exam issued by international code council (ICC) or national certification program for construction code inspectors (NCPCCI)
  • Certification by the Virginia Department of Housing and Community Development as a Commercial Building Plans Examiner and Commercial Building Inspector within 18 months of appointment.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driver's license check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:

  • Certification by the Virginia Department of Housing and Community Development as a Commercial Building Plans Examiner and Commercial Building Inspector.
  • Prior experience in code development and research.
  • Prior experience reviewing building code modification requests.
  • Prior project management experience.
  • Prior experience providing training to others.

PHYSICAL REQUIREMENTS:
Ability to perform sedentary tasks for extended periods. Ability to review plans on desk or computer screen for long hours. Ability to lift and move heavy plans up to 50 lbs. Ability to operate keyboard driven equipment. Sufficient mobility to perform on site building inspections. All duties may be performed with or without reasonable accommodations.
