An Overview

This Urban Planner II - Demographer/Data Wrangler position in the Department of Planning and Zoning's Neighborhood Planning and Community Development (NPCD) Division will perform professional community planning work in support of the Division’s small area planning and implementation. This work will include community outreach, project implementation, and technical analysis using GIS and other data research. In addition, this Planner will lead demographics work for the Department, including long range population and employment forecasting, student generation analysis, and other data analysis as needed. One important element of the work will be to translate data and information into easily understandable graphics and maps for use by the Department of Planning & Zoning (P&Z) and the City.

What You Should Bring

The successful candidate should have a good understanding of community planning; the ability to determine relevant information and convey it succinctly with text, graphics, and maps; excellent writing and presentation skills; and the desire to work in a collaborative, dynamic, fast paced team environment. The successful candidate should have experience with population and employment forecasting, student generation analysis, US Census and other data analytics, and experience working in local government.

The Opportunity
  • Assist with community planning and outreach and the preparation of Small Area Plans;
  • Assist with project implementation in support of community development;
  • Support policy making by converting complex information and data into useful graphics and maps and identifying data trends to shape City policy;
  • Work with available data to produce maps and graphics for use in small area plans, presentations, and other documents;
  • Prepare long range population and employment forecasts;
  • Conduct student generation analysis;
  • Work with other departments and agencies to fulfill data and analysis needs; and
  • Respond to community requests for data.

P&Z works closely with the community in each area of the City to carry out City Council's Strategic Plan for vibrant, amenity-rich neighborhoods, protected historic resources, and vital local businesses. With the community as our partner in developing neighborhood plans and reviewing proposals for development projects and businesses, we continue to deliver on the Vision we have developed together.

Minimum & Additional Requirements

Four-Year College Degree from an accredited college or university in Regional, or Urban Planning, or a closely related field such as Architecture, Landscape Architecture, Geography, Urban Studies, Public Administration, Physical Sciences, Historic Preservation, or Environmental Studies; three years of experience or Master's degree with one year experience; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Preferred Qualifications

Minimum qualifications listed above plus expertise in Microsoft Excel and at least two years of experience with modeling, analysis, and statistical software applications (such as Stata, Power BI or Tableau); proficiency in Adobe Creative Suite; at least one year experience performing analysis using US Census and other data sources; proficiency with GIS mapping; and at least one year of professional experience producing a long range population and employment forecast and student generation analysis.
