Policy and Impact Analyst, Race and Social Equity

Overview
Are you an experienced professional and champion of race and social equity that would like to make a direct impact in the community? If so, we encourage you to apply for our Manager of Programs and Partnerships position within our office of Race and Social Equity.

The person in this position will join the Race and Social Equity team within the City Manager's Office in implementing All Alexandria as the principal analyst of policy for equitable impacts and outcomes that advance race and social equity.

The Policy and Impact Analyst role will be instrumental in the evaluation and application of a race and social equity lens to past, present, and future Council legislative plans and priorities, City ordinances, City codes, board and commission objectives and plans, citywide work plans, departmental action plans, and City race and social equity initiatives and plans.

Additional responsibilities will include creating a framework for the deployment of Equity Impact Assessments, drafting Equity Impact Assessments, analyzing data, developing curriculum, engaging community stakeholders, providing technical assistance to City departments and other assignments related to the full implementation race and social equity work plans. A successful candidate will be well versed in understanding structural and institutional racism, American history, local government operations, policy analysis, relationship building, community engagement, systems and culture change and have a strong understanding of the disparate outcomes experienced by Black, Indigenous, People of Color, and others with historically marginalized identities. Analyzing complex policy across diverse focus areas and diverse systems will be a significant part of this role.

What You Should Bring
  • Minimum of three year’s of experience in public policy
  • You have demonstrated commitment to racial equity and social justice and/ or possess lived experience and/or a familiarity with the racialized history of policy in the United States.
  • You are strategic with demonstrated ability to design and implement high-impact initiatives and plans based on quantitative and qualitative data analysis, internally and externally; motivated to make an impact and create results
  • Analytical Skills - experience assessing and developing policies, procedures, and practices with a racial equity lens
  • Research and Comparative Analysis - analyzing legislative processes and determining action items and responses to racial equity
  • Strategic Planning - developing and implementing organizational initiatives, objectives, and strategies related to advancement of racial equity and social justice
  • Data Analysis - collecting and analyzing qualitative and quantitative data to make informed racially equitable policy and budget decisions
  • Project management and logistics skills - especially with events planning and management;
  • Proactive, self-directed, and able to multi-task effectively;
  • Ability to look beyond the standard solutions;
  • Skilled at analyzing a diverse portfolio of policy related decisions;
  • Skilled in the use of Microsoft Office Suite, especially Excel;

The Opportunity
  • Assessing programs, policies, procedures and initiatives through a race and social equity lens
  • Creating a framework to conduct race and equity impact assessments across multiple issue areas
  • Researching, conducting comparative analysis and developing written products on best practices in the racial equity field across issue areas, including, but not limited to, budgeting, planning, housing, public safety, and data analysis.
  • Provide technical assistance to Racial Equity leads as they assess and re-develop departmental policies for racial equity
  • Provide advice and strategic counsel to support institutional culture change across all departments;
  • Build consensus within and across departments on implementation of race and social equity work;
  • Research national jurisdictions' policies, practices and procedures to inform the local advancement of racial and social equity;
  • Provide leadership and direction to Department Heads, Equity Leads and Core Teams in the development and implementation of departmental equity plans with a focus on communication, training, and community engagement.

The Race and Social Equity Office works with City departments and an interdepartmental workgroups to build a framework, in collaboration with City employees, community members, and other stakeholders, to ensure policy decisions advance race and social equity for all Alexandria residents.

Minimum & Additional Requirements

Bachelor's Degree in a related field (e.g., policy, public health, public administration, economics, law). Three (3) years of experience in research and the creation, implementation, analysis, or evaluation of public policy or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Preferred Qualifications

  • Ability to communicate complex concepts related to race and social equity topics
    in multiple languages. Bilingual in Spanish, Arabic, and/or Amharic preferred.
  • Political Science, English, public policy, data analytics or social sciences majors
    preferred;
  • Organized with clear attention to detail;
  • Ability to manage multiple projects and deliver work products at a fast pace;
  • Participation or familiarity with City's current equity groups or initiatives
