Duties

As a Management and Program Analyst, you will:
  • Evaluate all aspects of education and training programs, including curricula, instructional methods and techniques, qualifications of trainers, and adequacy and utilization of training aids and devices, facilities, equipment, and testing.
  • Develop, administer and conduct a comprehensive and agile training program within the Associate Administrator for Regional Operations & Program Delivery (ROPD), Office of Grants Management & Policy Office and 10 Regional Offices.
  • Design and implement training for adult learners.
  • Be responsible for modernizing ROPD's training delivery mechanisms, including a mix of in-person and online training deliveries and develop and track training evaluation metrics.
  • Develop written procedures and processes relative to ROPD training needs.
  • Establish and maintain contact with recognized experts in appropriate educational fields, and contract for their services in conducting professional seminars and workshops.

NHTSA is looking for an employee who has excellent communication skills and demonstrated experience in adult training. This includes a strong knowledge of teaching-learning techniques for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. The ideal employee has a strong understanding of the principles and techniques for developing curricula for adult learners.

  • REMOTE WORK: This position may be eligible for Remote Work. Remote work is an arrangement in which an employee works at an alternative worksite (e.g., from home) and is not expected to report to the office to work. Remote work location will be determined upon/after selection and may affect locality pay. The difference in salary is determined by the locality pay in each location.   • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).


Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
  • Experience in a formula grant program.
  • Experience in designing, developing and implementing a comprehensive training strategy program for adult learners.
  • Experience in developing and tracking training evaluation metrics to validate the effectiveness of trainings.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Demonstrated knowledge of education theories, principles, procedures, and practices of adult education.
  • Demonstrated ability to plan, organize and direct adult training and educational program and services.
  • Demonstrated ability to effectively communicate orally and in writing.
  • Demonstrated ability to review, analyze and evaluate education and training programs and make recommendations for improving education and training programs
  • Demonstrated ability to establish and maintain continuing working relationships with individuals at various levels of government and/or private sectors.

You will receive credit for all qualifying experience, including volunteer experience.
