Duties

The detailee will work under the direction of the OM Senior Strategic Performance Analyst to support multiple cross-functional teams meet OM's strategic planning objectives and deliverables. The detailee tracks, monitors, and measures progress and outcomes related OM's FY22/23 strategic implementation plan; and coordinates and facilitates OM communications and knowledge management efforts with internal and external stakeholders, reports on activities. The detailee also will support OM's Communication Strategy and other strategic communication efforts, including implementation and coordination of the strategy's defined communication tactics.

Responsibilities include, but are not limited to, the following:
  • Assist in the planning, research, writing, and / or editing of internal and external communications and publications (e.g., blog posts, newsletters, SharePoint intranet sites, fact sheets, guidance, PowerPoint presentations).
  • Maintain OM's SharePoint intranet sites to ensure accurate and timely information is available to staff. This includes ensuring up-to-date organizational charts and assignment lists, working with leadership and staff for updated intranet content, and developing and updating a knowledge library.
  • Assist with OM's strategic planning efforts by conducting research, gathering and compiling information, and monitoring and reporting on strategic initiatives and related measures/indicators.
  • Create and deliver strategic communications to keep employees acquainted with OM's strategic priorities and initiatives, and connected to the office's mission, vision, and values.
  • Create, edit, and facilitate approval of a variety of blogs, newsletters, and other organizational information.
  • Assist in the planning, development, and coordination to ensure completion of OM's defined communication tactics, and track and monitor performance measure progress.
  • Helps plan and organize future planning meetings and program assessments.
  • Conducts studies to document standard operating procedures and research best practices to improve/modernize internal OM administrative processes.

    • Must be a current permanent Federal employee

    • Must NOT have any pending/outstanding disciplinary actions
    • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
    • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
    • The program does not apply to members of the Military service or contractors.


    Qualifications

    Qualifications required:
  • Ability to work independently and as part of a team, as well as establish and maintain effectively working relationships.
  • Ability to design and implement creative communication and strategy solutions.
  • Strong written and oral communication.
  • Experience creating, updating, and posting written content and documents in SharePoint is preferred but not required.
  • Ability to maintain a high degree of professionalism and confidentiality.
  • Demonstrated flexibility, interpersonal, and organizational skills to manage multiple projects and adapt to meet unanticipated requirements.
  • Analytical skills to gather and analyze a variety of information and research, and to identify and present communication and strategic challenges and recommended solutions.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
