Duties

You will serve as a Systems Engineer providing technical design, testing and evaluation, planning, documentation, correspondence, collaboration etc. in support of ships, boats, aircraft design and acquisition initiatives across the USCG within the Acquisition Directorate (CG-9) at Coast Guard (CG) Headquarters in Washington, DC. One such acquisition project is incorporating new capabilities and extending the service life of the current fleet of the CG's MH-65E Short Range Recovery (SRR) helicopters an additional 10,000 flight hours, along with managing obsolescence and incorporating new technologies for global air traffic management. The incumbent will support the chartered H-65 Acquisition Program Manager in coordinating the effort with the H-65 Systems and Platform Managers as well as the SRR Product Line at the Coast Guard's Aviation Logistics Center, where most of the integration and production work is being performed. You may also be tasked with developing technical analysis and documentation to support other aviation projects such as the continued development and deployment of new H-60 Medium Range Recovery (MRR) helicopters or a new mission system architecture, shared with the US Navy as well as other DHS components, for CG fixed-wing maritime patrol aircraft. You should be prepared to support documentation development, testing, production, post-production modifications and engineering changes, fielding, and sustainment activities for multiple aircraft types in all phases of the Acquisition Lifecycle Framework.

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:
  • Reviewing and evaluating the technical aspects of assigned projects to ensure that the systems/subsystems engineering processes are functioning properly and evolves the system from concept to product.
  • Coordinating and reviewing design development and systems engineering elements and activities to include proposing and evaluating systems engineering procedures, technical data, and various plans to the contractors, and senior CG management; negotiating cooperative technical efforts; monitoring USCG headquarters-­based system engineering activities; reviewing/evaluating field and contractor proposals; and resolving technical conflicts among participants; and assessing progress.
  • Coordinating feasibility studies, developing designs and projects for equipment, materials and methods of retrofit or installation; developing cost and time estimates for designs and specifications; and developing lifecycle costing information for engineering projects.
  • Serving as a technical expert in assessment of systems engineering and architecture of inter-related systems, components and coordinating the efforts of various team members from USCG Headquarters offices, and various contracted staff to examine existing and new technology, methods, techniques, principles, and concepts.
  • Supporting Testing and Evaluation (T&E) efforts for verification and validation of system requirements, gathering inputs from field sites, operational sponsors or other stakeholder units and communicating specific program objectives, special instructions, deadlines for submissions, and any logistical considerations necessary to prepare all T&E documents.
  • Preparing correspondence, technical reports, estimates, fact sheets, status reports, and schedules as required to complete project development.
  • Facilitating and/or hosting meetings, briefings, long-range planning, resource commitments; authorizing matrix team members to serve on Integrated Product Teams (IPTs), sub-IPTS, working groups, board, committees, etc., and presenting briefs to program personnel and executives in the CG.

Qualifications

BASIC REQUIREMENTS: Degree: Engineering. To be acceptable, the program must: (1) leading to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT) or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of an engineering program as described above.

3. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. ADDITIONAL REQUIREMENTS: AT THE GS-13 LEVEL: Applicants must have at least one year of specialized experience equivalent to a GS-12 in the federal service. Specialized experience includes: Playing a key role in the development of the system architecture, defining and allocating requirements, evaluating design tradeoffs, balancing technical risk between systems, defining and assessing interfaces, monitoring of verification and validation activities; creating project reports or proposals to identify and resolve issues of project scope, cost, resources, etc.; considering all program risk ears, including cost schedule and technical performance of the assets; and managing cost, schedule and technical performance of active task orders preparing for and ensuring adherence to the surface asset program plan.

An acquisition certification in Systems Engineering or completed coursework is highly desirable.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Selectee will be required to:

Work to achieve and maintain Level II Contracting Officer's Representa­tive (COR) Certification.

Work to achieve and maintain Level III Systems Engineering Certification.
