Duties

Advising managers, employees, and the general public on issues related to FOIA, ethics and a wide variety of matters concerning employee behaviors and responsibilities. Conducting legal research, reviewing laws, legal opinions, policies and precedent cases. Aiding with contracts, grants or other legal instruments executed by administrative officials of the Commission. This position reports directly to the General Counsel.

Required Qualifications:
  • Ability to provide legal counsel on law issues for state, local and federal laws & legislative topics.
  • Expert knowledge of the laws, regulations, policies and procedures related to all aspects of contract and grants management and the demonstrated ability to provide authoritative legal expertise.
  • Ability to analyze complex legal problems and issues (conducting analysis of and providing interpretative advice on the laws affecting ARC programs).
  • Ability to work collaboratively with managers, staff, attorneys and support personnel in a wide range of enforcement, litigation, policy-making activities and legal counseling.
  • Excellent legal writing skills.
  • Core competencies: accountability, adaptability, collaboration, communication, and critical analysis.
  • Ability to thrive in a collaborative environment bringing an energetic and innovative approach to the work.


Requirements

  • Successful completion (prior to hire) and maintenance of background security review; U.S. citizenship required.
  • Occasional travel within the thirteen-state Appalachian region may be required. Must possess & maintain a valid driver's license.


Qualifications

  • Professional law degree (LL.B. or J.D.) from an accredited law school.
  • Active member and in good standing of the bar of a state, the District of Columbia, Puerto Rico, or a U.S. territory.
  • 1-3 years of relevant experience.
