About the Position This Acquisition Program Manager position will provide specialized engineering expertise supporting the acquisition analysis of multi-intelligence (multi-INT) solutions and services. The qualified candidate will assist and advise Government managers responsible for the complete end-to-end life cycle of the customer's Ground Enterprise. This position will be actively performing engineering and analysis to ensure programs successfully develop and deliver core mission processing services in all phases of the acquisition life cycle. Functions will include providing day-to-day collaboration with development contractors, other Government program office personnel and Government Customers on systems engineering and acquisition functions in the domain area of GEOINT collection, mission management and mission processing. This position provides management, leadership and oversight within a highly diversified team that support Ground Intelligence acquisitions providing cutting-edge capabilities to the intelligence community. #IN123 Responsibilities: Responsibilities Interface directly with development Prime Contractors in the role of oversight, monitoring of software development and integration activities and ensuring alignment with Government requirements and objectives Retain cognizance of wide variety of GEOINT mission projects including, technical baseline, project schedules, dependencies, risks and cost Advise Senior and Mid-Level managers on architectural decisions to include investment strategies, acquisition portfolio priorities, risk assessment of project execution Conduct Strategic planning for both mission architecture needs (technical trade studies, definition of future architecture planning, software service recommendations etc.) and programmatic (Program Budget Guidance, cost estimation, generation of acquisition schedules) Accomplish performance assessment and provide estimates of cost, schedule and risk impacts to existing Ground architecture implementations Provide technical and cost assessment of vendor proposals, review technical reports, design artifacts and program plans Support the implementation of SAFe agile process evolution across Government teams, development contractors, user engagement teams, and stakeholders. Qualifications: About the Must Haves Active TS clearance (with SCI eligibility with CI Poly or willing to take a CI Poly) Experience in acquisition of IC / DoD systems; knowledge of acquisition roles, processes and/or experience in IC / DoD Project or Program Management Experience as a Federal Government Contracting Officer Technical Representative or Contracting Officer, overseeing the acquisition of engineering services and/or advanced technology Expertise and experience with the IC acquisition cycle, requirements processes, budgetary practices, and acquisition documentation Experience monitoring developer progress via agile metrics, identifying risks, discrepancies, and performance issues About the Desired 2+ years of experience supporting system architecture, design or development in an AWS / C2S environment Strong engineering background with domain knowledge in Agile software development practices and Cloud computing architectures Experience supporting of Intelligence Community's (IC) GEOINT systems and capability development Strong technical fundamentals of Intelligence Community (IC) GEOINT systems Demonstrated understanding of GEOINT mission user needs and operational environments
