Location: Herndon, VA or Remote pending government customer approvalThe Program Manager will be accountable for the management, administration, technical correctness, timeliness, the quality of services and products generated by the Contractor, as well as working closely with the Government staff tasked with oversight of the Contract. The Program Manager shall be responsible for the management of its staff and coordination of all its sub-Contractors supporting the CND Services requirement.Provide management, control, planning, and scheduling for required projects and services.Coordinate work performed and act as the central point of contact (POC) with the TSA Government Program Manager and the Contracting Officer Representative (COR).Provide TSA management with strategic guidance and insights necessary for directing the Program.Leverage appropriate program resources to meet the needs of the SOC Program.Maintain a flexible, responsive, and supportive work environment.Assure the achievement of the program performance within budget, schedule, and quality requirements and facilitate customer satisfaction for all CND Services activities and work efforts.Engage appropriate stakeholders as needed to meet the SOC Program objectives.Provide frequent and open channels of communication within the Contractor organization and with the TSA OUT/IAD organization for the management of all program activities.Develop, document, implement and maintain the program administrative processes, procedures, tools, and deliverables needed to meet the CND Services requirements.Be responsive to evolving and changing information needs of the TSA CND Branch.Provide leadership, management, oversight, control, and direction to all sub-Contractors.Required Qualifications:At least 12 years of experience within the IA/Cyber Security industry, four of which must include performing Program Management duties in support of a multi-million-dollar IA/Cyber Security focused program.Functional understanding of log and monitoring management systems, security event monitoring systems, network-based and host-based intrusion detection systems, firewall technologies, malware detection and enterprise-level antivirus solutions/systems, VPN technologies and encryptions standardsExperience working with regulatory directives and policies that dictate required information technology systems, software, and hardware specifications and security controls such as NIST 800 series publications, FIPS requirements, and FISMA and DIACAP accreditation requirementsDemonstrated problem-solving and analytical skills and ability to effectively interact with customers and team membersAbility to provide direction, management, and oversight of all contracting staff and support personnelExtensive experience with planning, managing, overseeing, and allocating program resources and budgetsExperience with government contract execution and management and its associated communications and liaison activities between vendor contracting offices and government contracting officersExperience with developing and maintaining full scale project plans and schedules to include the Program Master scheduleExperience in planning and development of strategic goals to provide organizational direction to the programStrong verbal and written communications skillsAbility to generate and provide reports detailing program status and initiatives for the information and consumption of government stakeholders and executive leadershipRequired Education: Bachelor's or Master's Degree in Information Technology or related disciplines; or have equivalent and direct experience performing program management of a Government Security Operations CenterRequired Certification(s): PMP certification is required.
