Responsibilities: POSITION DESCRIPTION The Financial Management Analyst who shall be ready to undertake projects as required in program and administrative support logistics. The Financial Management Analyst will be expected to run the scope of a full requirement for organizational and self-starter initiatives in providing a wide range of support services to the Bureau, physically located at two sites: Main State (HST) and Columbia Plaza (SA-1). 60% Telework is available. DUTIES & RESPONSIBILITIES Support the Team Lead in responding to budget related taskers related to both active and future fiscal years, to include forecasting, monitoring, obligating, and de-obligating funding. Taskers may include formal reports, data calls, briefings within INL and with external stakeholders, including OMB and Congress. Supports the tracking of notification requirements to Congress and other restrictions on funding. Assist with the administration and management of ILEA implementing agreements for the program including but not limited to, contracts, grants, letters of agreement, and interagency agreements. Assist Team Lead and ILEA team with tracking expenditures and planning obligations. Facilitate the drafting and review of the paperwork required to award, monitor, and close Inter-Agency Agreements (IAAs), Cooperative Agreements, grants, contracts, and other relevant implement agreements or funding actions for final processing by a government representative. Review and draft budgets, to include Independent Government Cost Estimates (IGCEs), and recommends to Team Lead and/or Contracting Officer Representatives, Agreement Officers Representative, and/or Grants Officer Representatives approval and/or modifications of budgets. Conduct market research on fair and reasonable prices, to include but not limited to travel, services, commodities for use by the Team Lead and/or Contracting Officer Representatives, Agreement Officers Representative, and/or Grants Officer Representatives. Monitor activities of implementers and reports to government representatives on the status of implementer progress towards meeting monitoring and tracking funding. Utilize the ILEA's Global Network and other INL databases and systems to help provide information to respond to taskers. Qualifications: MINIMUM QUALIFICATIONS US Citizenship; A Bachelor's degree from an accredited institution and two to ten years' experience at the equivalent GS-11 level; or an Associate's degree from an accredited institution and a minimum of eight years' experience at the equivalent GS-11 level; Proficient in Microsoft Office Suite; strong multi-tasking and organizational skills.PREFERRED QUALIFICATIONS Active security clearance or an active security clearance within the last 12 months from date of solicitation. A Bachelor's Degree from an accredited university in Business Administration, Accounting, or related finance field. Demonstrated experience managing and supporting foreign assistance, especially INL. Demonstrated experience supporting implementing mechanisms, like contracts, grants, and/or interagency agreements. Demonstrated knowledge of bookkeeping and accounting procedures that maintain funds control records. Demonstrated experience with management of budgets and reconciliation of accounts, spreadsheets, ledgers, etc. Demonstrated ability to communicate effectively both orally and written. Demonstrated excel proficiency to include the creation and manipulation of pivot tables and formulas. Demonstrated knowledge of and skill in applying analytical techniques to resolve issues or problems of a procedural or factual nature.
