Duties

As an IT Project Manager, you will:
  • Serve as the senior expert in IT project management and IT infrastructure with responsibility for operational and environmental management of Data Center infrastructure, including power provisioning and control and the configuration, administration, and support of hardware and software environmental management systems installed in the Data Center (power, cooling, floor space, environmental, leak detection, security and surveillance) to provide reliable, efficient and optimum services to NLM customers.
  • Provide expert advice, counsel, guidance and instruction to employees, supervisors, management and vendors on a wide range and variety of complex IT infrastructure issues, and establish and maintain strong relationships with internal and external counterparts from multiple disciplines.
  • Continually keep abreast of rapidly changing operational and technical information for infrastructure systems and the latest developments and best practices in the field of Data Center infrastructure systems, technologies, and services.
  • Anticipate necessary future modifications to existing infrastructure, including software, hardware, and personnel skill sets, and assist in translating current and future and data center needs to proactively build and maintain data center capabilities suited to support evolving NLM needs.
  • Train and mentor Section staff in basic troubleshooting procedures related to infrastructure events to ensure adequate staff competence during 24/7/365 data center operations.
  • Oversee and manage all aspects of the physical security of the Data Center.
  • Develop specific business continuity plans related to Data Center infrastructure and ensure plans include procedures for critical equipment and infrastructure elements such as emergency equipment shutoffs, power drops, HAZMAT, chemical spills, weather emergencies, earthquakes, and fire safety.
  • Serve as subject matter expert and project manager on a variety of IT projects and studies, coordinating the efforts of the project teams in implementation of major programs, and serve as an authoritative source of state-of-the-art information in subject matter specialty areas.
  • Develop plans to formalize the objectives of projects; monitor project activities for achieving agreed-upon milestones, verifying and validating cost projections, meeting user requirements, and delivering projected benefits.
  • Represent NLM/NIH on committees, task forces, and other working groups concerned with operations, policy development, evaluation of administrative management issues, and other problems associated with IT systems and services, with emphasis on integrated data center infrastructure systems, technologies, and solutions.
  • Recommend, justify and implement projects involving the acquisition of new systems; oversee the development of statements of work, technical assessment criteria for contractor performance; review contractor proposals and negotiate final technical contract terms and conditions; and analyze the benefits and costs of accomplishing work in-house versus through contracts.

For all IT positions, individuals must have IT-related experience demonstrating each of the four competencies listed below:

  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND You qualify at the GS-13 level, if you meet the following qualification requirements:
  • You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: supporting projects for the acquisition or upgrading of data center infrastructure, software and services; interpreting IT policies, standards, and requirements; providing advice and guidance on a variety of IT issues; and analyzing and recommending resolution of issues associated with the configuration of IT and IT-support systems.
