Duties

Identifies, collects, and provides in-depth analysis of relevant information concerning the potential impacts of FI investments on the environment and affected communities and workers near these investments.

Assist in the evaluation of FI Environmental and Social Management Systems, including policies, organizational capacity and competency, E&S processes and procedures and monitoring and review procedures to ensure the management system commensurately with the overall environmental and social risks of the FIs portfolio of loans/investments. Makes recommendations for improvement as required.

Assist in the evaluation of E&S risks associated with FI internal operations including emergency preparedness and response, external communications, human resources policies and procedures, conditions and terms of employment, employees' organizations, non-discrimination and equal opportunity, retrenchment and employee grievance mechanisms. Makes recommendations for improvement, as required.

Provide assistance to financial intermediaries in the management of environmental and social risks of their lending/investment activities supported by DFC, including individual transaction screening, appraisal, and monitoring.

Based on relevant information and discussions with FIs, prepares environmental and social impact assessments. As assigned makes recommendations to DFC management regarding investment eligibility and conditions for inclusions in loan agreements. As assigned drafts sections of Investment Committee and Board papers.

Qualifications

No Specialized Experience.

GS-09: Completion of 2 academic years of graduate level education, or a master's degree or equivalent graduate degree.

Qualifying education must have been obtained from an accredited college or university recognized by the U.S. Department of Education.

Education

PASS/FAIL COURSES:
If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Additional information

Telework Suitability : The selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment: The duration of an excepted service appointment in the Pathways Program is a trial period. Appointees must sign a Participant Agreement that sets forth the expectations for the Pathways Program. Appointees may be non-competitively converted to the competitive service after successful completion of the Student Intern Program. To be eligible for conversion, Student Intern must:

• Complete at least 640 hours of work experience acquired through the Internship Program
• Complete their degree or certificate requirements
• Meet the qualification standards for the position to which the Intern will be converted
• Meet agency-specific requirements as specified in the Participant's Agreement, and
• Perform their job successfully.

The Pathways Internship Program is designed to provide students enrolled in a wide variety of educational institutions, from high school to graduate level, with opportunities to work in agencies and explore Federal careers while still in school and while getting paid for the work performed. The position must be related to the student's academic field of study or the student's career interests. If you are graduating from your present course of study at the end of the current semester/quarter, to be eligible for this program you must be continuing your education next semester/quarter and be accepted for enrollment seeking a diploma, certificate, bachelor's degree, graduate degree, or professional degree from a qualifying educational institution on a full- or half-time basis.

If you are selected, travel, transportation, and relocation expenses will not be paid by DFC. Any travel, transportation, and relocation expenses associated with reporting to work in this position will be your responsibility.

Except in special circumstances, those new to the federal government will be hired at the starting salary (step 1) of the applicable grade range listed in the Overview section.
