Duties

  • Maintains and updates records within Integrated Security Management System (ISMS), Identity Management System (IDMS) and Scattered Castle (SC) to accurately reflect the SCI status of all personnel under their cognizance.
  • Engages and coordinates with appropriate officials on issues that directly affect security clearance suitability and determinations on assigned personnel. Conducts appropriate SCI briefings/debriefings as assigned for cleared personnel
  • Provides administrative SCI Security support for cleared personnel, including but not limited to visit certifications, managing Access Control program, processing of foreign contacts, foreign travel, and other appropriate day to day Security support to SCIF operations.
  • Administers SCI operational support including development of Standard Operating Procedures, Emergency Action Plans, instructions, policies, procedures, training, reviews, and compliance for the SCIF life cycle.
  • Coordinates with DHS to ensure all SCIFs construction projects successfully achieve all accreditation milestones and ultimately final DHS accreditation and meet TEMPEST requirements and Technical Counter Surveillance Measures (TCSM).
  • Provides oversight and management of SCI containers (safes) and Key Control Officer for facility.
  • Manages and oversees Public Key Infrastructure certificate processing and Classified Network support.
  • Manage and maintains access control systems and CCTV equipment, SCIF conference room and scheduling as appropriate.
  • Serves as Communications Security (COMSEC)/Top Secret Special Compartmented Information (TS/SCI) Manager. Responsible for the safeguarding, accounting for and when necessary, destruction of TOP SECRET COMSEC material, cryptographic communication, keying material, and equipment.
  • Conducts security assessments to ensure proper classification, handling, accountability, safeguarding and approved destruction methods are in place.

  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.


Qualifications

Qualifications required:
  • Expert knowledge of personnel and physical security specialties that enable the incumbent to use comprehensive knowledge of security policy requirements.
  • Comprehensive knowledge and understanding, knowledge of various SCI administrative actions, including proficient ability to support SCIF lifecycle functions, such as self-inspection fixed facility checklists and other appropriate security protection programs in place IAW DHS regulations in order to perform security administrative analysis, research, and resolve security issues.
  • Proficient in written and oral communication principles, methods, and techniques to develop, recommend, and implement related security policies and programs.
  • Demonstrated ability to communicate both orally and in writing in order to direct, explain, guide, and negotiate complicated legal requirements, contentious work situations, complicated concepts, and planned process changes to a wide variety of people with varying technical expertise, background, organizational knowledge, and strongly held points of view and in such manner to withstand external scrutiny.
  • Demonstrated ability to assess impact of proposed policies, develop recommendations and propose action.
  • Skills in applying analytical techniques to the collection, summary and analysis of information concerning program issues and applying those skills to developing plans and recommendations to enhance security programs for management evaluation

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
