Job Description

The Capital Improvement Program (CIP) Buyer provides the direct oversight of capacity and non-capacity project related procurements, contracting, reporting, and records management support. This position is responsible for negotiating contract terms and conditions, pricing, and leading the evaluation of proposals with an emphasized goal of issuing a formal contract. This position also reviews and enforces the contractual obligations of the project from inception to completion. The CIP Buyer monitors contracts and vendor performance, researches new products, and may provide technical guidance and assistance to associated staff. The successful candidate will possess the ability to work well in a team environment, including a dedication to maintaining strong relationships internally and externally with cross-functional teams and various stakeholders.

This position reports directly to the Director of Capital Programs, Planning & Design, and may receive additional work program direction from the Director of Procurement.

Qualifications

Education: Bachelor's degree in Business or Procurement related field, or equivalent combination of education and experience. Certified Professional Public Buyer (CPPB) and or Virginia Construction Contracting Officer (VCCO) certification preferred.

Experience: Job-related experience with increasing levels of responsibility is required.

Key Competencies:
  • Procurement and/ or contracting of design and construction-related services within the public sector.
  • Working knowledge of Virginia procurement and contracting practices as outlined in the Virginia Public Procurement Act (VPPA) and the Commonwealth of Virginia Construction and Professional Services Manual (CPSM).
  • Virginia Construction Contracting Officer (VCCO) certification or the ability to obtain within 24 months of appointment.
  • Ability to meet tight deadlines on contractual matters in an effort to maintain project schedules.
  • Demonstrated record of being highly organized, responsive and detail-oriented.
  • Strong comprehension of business principles, math, and administrative practices.
  • Ability to establish and maintain effective working relationships with internal and external stakeholders.
  • Ability to communicate clearly and effectively, both orally and in writing.

Essential Functions
  • Cradle to grave solicitations for capital construction, project management, procurement, and contracting methods for design and construction-related services for complex, multi-million dollar building design and construction-related services.
  • Experience with various construction procurement and contracting methods including Design-Build, and Construction Manager at Risk.
  • Processes and completes moderately complex purchase orders.
  • Assists other staff to perform their jobs for the purpose of maintaining adequate workflow.
  • Conducts competitive solicitations within the delegated signature authority, including preparation of solicitation materials, for the purpose of coordinating the competitive process, determining the award, and administering the resulting contract.
  • Keeps abreast of new products, purchasing innovations, and pertinent legal developments by participating in purchasing conferences, attending applicable trade shows and expositions, and conducting research for the purpose of maintaining informational expertise in products and services.
  • Reviews and enforces the contractual obligations of the project from inception to completion.
  • Prepares correspondence and reports for the purpose of documenting department needs.

  • Criminal Justice Fingerprint/Background Clearance.
  • Tuberculosis Skin Test.

Public Health Compliance
  • Proof of COVID vaccination. Exemptions for religious/medical will be reviewed.
