Program Analyst Expert

Job Summary

Aptive is seeking a dedicated, forward looking Expert Program Analyst to support digital transformation within the Department of Veterans Affairs (VA). This individual will work with the Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), VA Central Office (VACO) or the Office of Information Technology (OIT) to support the administration's mission with activities such as: project, product and product line management; moving from waterfall management processes to Agile and Scaled Agile practices; and from stove-piped development, delivery and operations processes to DevSecOps best practices such as Continuous Integration/Continuous Delivery (CI/CD). We are seeking individuals committed to delivering and improving quality services to Veterans.

Primary Responsibilities

An Expert Program Analyst must have knowledge in how to plan, analyze and evaluate the effectiveness of operating programs. Must be able to use source data to evaluate the effectiveness of programs and business processes. Must be able to use qualitative and quantitative analytical skills to assess the effectiveness of the operations. Must be able to effectively manipulate data to present program status and make recommendations on improving business processes. Has experience in creating new methods of gathering and analyzing source data to evaluate program effectiveness and analyze business processes. Must be proficient in some or all responsibilities:

• Conducting research, analyzing data, identifying trends, and preparing reports.
• Determining program requirements and making recommendations.

• Analyzing programs, policies, procedures, and systems and making recommendations to optimize these.
• Drafting new or revised policies and procedures.
• Assisting program managers with the development of budgets and schedules as well as tracking metrics.
• Identifying and resolving issues and problems.
• Planning, analyzing, and evaluating the effectiveness of operations and programs.

• Preparing and presenting reports and recommendations

Minimum Qualifications

• Master's Degree in a business discipline is required.
  (10 years of additional relevant experience may be substituted for education.).
• 15 years related experience required
• Must have knowledge in how to plan, analyze and evaluate the effectiveness of operating programs.

• Must be able to use source data to evaluate the effectiveness of programs and business processes.
• Must be able to use qualitative and quantitative analytical skills to assess the effectiveness of the operations.
• Must be able to effectively manipulate data to present program status and make recommendations on improving business processes.
• Experience in creating new methods of gathering and analyzing source data to evaluate program effectiveness and analyze business processes.
• Ability to obtain and maintain a public trust clearance.

• Legal authorization to work in the U.S.

Desired Qualifications

• Experience supporting large Cabinet-level federal agencies, ideally the Department of Veterans Affairs.
• Provide expert guidance to optimize systems, procedures, and processes, evaluate operational and program effectiveness and develop solutions to make improvements or address performance issues

• Strong project management, analytical thinking, and problem-solving skills
• Ability to get up to speed quickly on complex issues; desire to work in a fast-paced, rapidly evolving environment.
• Capable self-starter with a drive to get all types of work done and high attention to detail.
• Excellent ability to communicate across most mediums and settings.
• Knowledge of military and Veteran populations.
