Job Summary

Aptive is seeking a dedicated, forward looking Senior Executive Management Consultant to support digital transformation within the Department of Veterans Affairs (VA). This individual will work with the Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), VA Central Office (VACO) or the Office of Information Technology (OIT) to support the administration's mission with activities such as: project, product and product line management; moving from waterfall management processes to Agile and Scaled Agile practices; and from stove-piped development, delivery and operations processes to DevSecOps best practices such as Continuous Integration/Continuous Delivery (CI/CD). We are seeking individuals committed to delivering and improving quality services to Veterans.

Primary Responsibilities

A Senior Executive Management Consultant will act as a cognizant authority over one or more of the top-level leadership issues including leadership assessment, organizational assessment and design, strategic planning, policy planning and development, business and process improvement. Will interface and provide direction, guidance and consulting to the highest levels within an agency up to and including the Secretary. Excellent management, communications, interpersonal, organizational and analytical skills are required. Must be proficient in some or all responsibilities:

  • Act as a cognizant authority over one or more of the top-level leadership issues including leadership assessment, organizational assessment and design, strategic planning, policy planning and development, business and process improvement.
  • Interface with, and provide direction, guidance and consulting to agency leadership, up to and including the Secretary.
  • Effectively deliver projects on-time, on-budget within the scope that meets or exceeds stakeholder expectations.
  • Develop research and data collection to understand the organizations conduct analysis.
  • Identify and negotiate schedules, milestones and resources required to meet project objectives.
  • Lead and manage those within the team, including analysts.
  • Manage projects and programs.
  • Conduct focus groups and facilitate workshops.


Minimum Qualifications

  • Master's Degree in Business Administration, Business Management, Computer Science, Information Systems, Information Resource Management, Industrial Engineering, Journalism, Marketing, Communications, Operations Research or Related Fields is required.
    (15-20 years of additional relevant experience may be substituted for education)
  • 15 years related experience required.
  • Excellent management, communications, interpersonal, organizational and analytical skills.
  • Strong customer interaction skills and a demonstrated ability to work with various stakeholders-including government Senior Executives-across multiple tasks.
  • Experience developing and delivering compelling, informative, and well written prose is a requirement, as is the ability to manage the editing and coordination among diverse stakeholders.
  • Ability to obtain and maintain a public trust clearance.
  • Legal authorization to work in the U.S.


Desired Qualifications

  • Experience supporting large Cabinet-level federal agencies, ideally the Department of Veterans Affairs.
  • Excellent presentation skills.
  • Excellent oral communication skills, should be able to communicate at all levels of the organization, lead discussions and drive decisions.
  • Ability to identify organizational goals and challenges, design engagements and make change in organizations.
  • Familiarity with common business software, project management programs and IT systems.
  • Ability to establish and maintain strong relationships and to influence others and move toward a common vision or goal.
  • Demonstrated experience in project management of extensive multi-phase projects.
  • Impeccable organizational skills.
  • Strong working knowledge of business management best practices.
  • Aptitude for analytical and creative thinking.
  • Ability to get up to speed quickly on complex issues; desire to work in a fast-paced, rapidly evolving environment.
  • Capable self-starter with a drive to get all types of work done and high attention to detail.
  • Excellent ability to communicate across most mediums and settings.
  • Knowledge of military and Veteran population.
