Job Summary

Aptive is seeking a dedicated, forward looking Operations Research Analyst-Data Scientist III to support digital transformation within the Department of Veterans Affairs (VA). This individual will work with the Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), VA Central Office (VACO) or the Office of Information Technology (OIT) to support the administration's mission with activities such as: project, product and product line management; moving from waterfall management processes to Agile and Scaled Agile practices; and from stove-piped development, delivery and operations processes to DevSecOps best practices such as Continuous Integration/Continuous Delivery (CI/CD). We are seeking individuals committed to delivering and improving quality services to Veterans.

Primary Responsibilities

An Operations Research Analyst/Data Scientist III conducts quantitative analysis using operations research tools, economics, and other quantitative techniques in the areas of procedural implementations and performance issues. Creates analysis procedures. Assists in the definition of machine learning and data mining strategies. Creates, deploys, maintains and refines decision management models. Specialist in modeling and simulation functions or operations such as, but not limited to exercises, plans, coordination, demonstrations, and instruction in applicable fields. Must be proficient in some or all responsibilities:

  • Conducts quantitative analysis using operations research tools, economics, and other quantitative techniques in the areas of procedural implementations and performance issues.
  • Creates analysis procedures.
  • Assists in the definition of machine learning and data mining strategies.
  • Creates, deploys, maintains and refines decision management models.
  • Specialist in modeling and simulation functions or operations such as, but not limited to exercises, plans, coordination, demonstrations, and instruction in applicable fields.


Minimum Qualifications

  • Master's Degree in Business Administration, Business Management, Computer Science, Information Systems, Information Resource Management, Industrial Engineering, Operations Research or Related Fields is required.
    (8-10 years of additional relevant experience may be substituted for education)
  • 5 years related experience required .
  • Extensive experience as a data scientist on real-world big data projects.
  • Proficiency in R or Python, or other modern data science code environments.
  • In-depth understanding of SQL.
  • Competent in machine learning principles and techniques.
  • Competent in the mathematical principles behind modeling and statistics.
  • Demonstrable history of devising and overseeing data-centered projects.
  • Knowledge of and dedication to complying with prevailing data ethics standards.
  • Ability to obtain and maintain a public trust clearance.
  • Legal authorization to work in the U.S.


Desired Qualifications

  • Experience supporting large Cabinet-level federal agencies, ideally the Department of Veterans Affairs.
  • Ability to relay insights in layman's terms, such that these can be used to inform business decisions.
  • Outstanding supervision and mentorship abilities.
  • Capacity to foster a healthy, stimulating work environment that frequently harnesses teamwork.
  • Ability to get up to speed quickly on complex issues; desire to work in a fast-paced, rapidly evolving environment.
  • Capable self-starter with a drive to get all types of work done and high attention to detail.
  • Excellent ability to communicate across most mediums and settings.
  • Knowledge of military and Veteran populations.
