Job Summary

Aptive is seeking a dedicated, forward looking Senior Product Delivery Manager to support digital transformation within the Department of Veterans Affairs (VA). This individual will work with the Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), VA Central Office (VACO) or the Office of Information Technology (OIT) to support the administration's mission with activities such as: project, product and product line management; moving from waterfall management processes to Agile and Scaled Agile practices; and from stove-piped development, delivery and operations processes to DevSecOps best practices such as Continuous Integration/Continuous Delivery (CI/CD). We are seeking individuals committed to delivering and improving quality services to Veterans.

Primary Responsibilities

A Senior Product Delivery Manager is responsible for the communication and coordination of activities between all teams, external and internal clients, and contract stakeholders pertaining to team products and product delivery to end-users. Must be proficient in some or all responsibilites:

  • Responsible for the communication and coordination of activities between all teams, external and internal clients, and contract stakeholders pertaining to team products and product delivery to end-users.

  • Establish and maintain effective communications and relationships across teams, departments, vendors and other stakeholders.
  • Oversee product technology roadmaps to ensure proper use of architectural standards and best practices in the team's deliverables.
  • Remove impediments and obstacles for improvement of product delivery and cycle time.
  • Coordinate resources to continually increase team throughput, predictability and quality.
  • Develop and execute on-going improvements for processes related to the team. (e.g., resource management and support processes)
  • Minimize key-person dependencies and knowledge silos.
  • Ensure team is following process and balancing risks appropriately. (e.g., compliance, change management, information security, etc.)

Minimum Qualifications

  • Bachelor's Degree in Business Administration, Business Management, Computer Science, Information Systems, Information Resource Management, Industrial Engineering, Operations Research or Related Fields is required.
    (8-10 years of additional relevant experience may be substituted for education)
  • 5 years related experience required.
  • Deep understanding of the product team's systems, processes, priorities and technologies while representing these aspects to all levels of leadership.
  • Practical understanding of agile product development principles and values, ideally worked in an Agile development environment.
  • Strong customer interaction skills and a demonstrated ability to work with various stakeholders-including government Senior Executives-across multiple tasks.
  • Experience developing and delivering compelling, informative and well written prose is a requirement, as is the ability to manage the editing and coordination among diverse stakeholders.
  • Ability to obtain and maintain a public trust clearance.
  • Legal authorization to work in the U.S.

Desired Qualifications

  • Experience supporting large Cabinet-level federal agencies, ideally the Department of Veterans Affairs.
  • Excellent presentation skills
  • Excellent oral communication skills, should be able to communicate at all levels of the organization, lead discussions and drive decisions
  • Ability to identify organizational goals and challenges, design engagements and make change in organizations
  • Experience in data analysis, the science of design; ability to manage A/B tests and live products, collecting and making sense of en of data, master of correlation and causation
  • Experience building out solutions that support real-time, low latency data transmission
  • Master's Degree or certifications in management or related technology fields
  • Ability to get up to speed quickly on complex issues; desire to work in a fast-paced, rapidly evolving environment.
  • Capable self-starter with a drive to get all types of work done and high attention to detail.
  • Excellent ability to communicate across most mediums and settings.
  • Knowledge of military and Veteran populations.
