Job Summary

Aptive is seeking a Program Manager with demonstrated program management experience to oversee multiple project contracts under the Office of Personnel Management (OPM). The program manager will be responsible for leading the implementation of multi-year strategic communications and organizational transformation projects for federal clients. He or she will be responsible for applying critical and analytical thinking skills to translate agency recruitment and branding needs and provide outstanding quality, customer service and support. The Program Manager will help clients establish strategic direction and deliver integrated products and services that identify current and future demands.

This position requires strong client interaction skills and a demonstrated ability to work with various stakeholders. The role will oversee a portfolio of branding, recruitment and advertisement projects, supporting project teams as they manage contracts in alignment with client goals, mitigate risks and track project milestones. Successful candidates will be highly organized, collaborative, systematic and proactive in managing quality and exceeding client expectations within a fast-paced environment. Candidates will be able to manage multiple contract activities simultaneously, while actively engaging with various levels of stakeholders.

This is a senior-level, full-time position in the Washington DC/Alexandria, VA, area, working remotely and coming onsite as needed.

Primary Responsibilities

  • Serve as the primary point of contact for OPM leadership.
  • Provide strategic guidance across all projects in the portfolio, ensuring that each project team is operating effectively, is structured appropriately and that people and projects remain aligned with contract requirements and needs.
  • Lead, plan, manage, execute and evaluate projects in support of the clients' mission.
  • Work collaboratively with senior Aptive leadership to identify ways to grow the portfolio by proactively anticipating client needs and suggesting innovative solutions.
  • Develop and facilitate strategy sessions as needed.
  • Ensure operational effectiveness and quality across all projects.


Minimum Qualifications

  • 10 to 12 years' experience, of which at least five years must be specialized in communications and marketing for federal clients.
  • Project management certification by an accredited (ANSI/ISO/IEC) recognized institution, such as being certified Project Management Professional (PMP) by the Project Management Institute (PMI) preferred. Must be able to apply leading PMP practices.
  • Specialized experience includes project development from inception to deployment, expertise in the management and control of funds and resources using complex reporting mechanisms, demonstrated capability in managing multiple contracts and/or subcontracts of various types and complexity, benchmarking and reporting.
  • Ability to interact and engage with executive-level stakeholders.
  • Ability to manage vendors and create positive teaming relationships.
  • General experience should include communications, marketing and advertising.
  • Ability to develop executive-level deliverables and reporting materials.
  • Adept at reviewing workload of each team member and assigning them to support high volume programs and projects based on the mission, current speed, volume and demand of the client.
  • Ability to apply time management skills and attention to detail when overseeing and producing client work.
  • Ability to obtain and maintain a public trust clearance.
  • Legal authorization to work in the US.
