Job Summary

Aptive is seeking an experienced Software Engineer for a potential contract supporting the National Science Foundation (NSF) for the Networking and Information Technology Research and Development (NITRD) Program. The Software Engineer will be experienced and highly qualified with the capability to work collaboratively with NCO staff and NITRD program personnel to continue to upgrade the content and presentation of the NITRD web site, and to leverage existing outside relationships and resources to improve outreach of NITRD activities. Such outreach will include, but not be limited to, social media, gathering and disseminating content, and researching results and outcomes that arise from Federal research in networking and information technology. The Software Engineer will also perform as a technical expert in the design, development, coding, testing, and debugging of new website applications or complex enhancements to existing applications, including the capacity to work with staff to understand and solve web application problems, resolve customer complaints, respond to suggestions for application modifications or enhancements, participate in the development of application user manuals, and define and oversee database environment creation, standards, controls, procedures, and documentation.

Primary Responsibilities

  • Serve as overall outreach coordinator; Suggesting updates to the web site and other communications as appropriate.
  • Review, maintain, and update content on the NITRD Subcommittee Web,, and other related sites.
  • Maintain and enhance the and related websites.
  • Design, develop, code, test, and debug new software applications.
  • Define and oversee database environment creation, standards, controls, procedures, and documentation.
  • Participate in the development of software user manuals.
  • Work with staff to understand and solve software problems and resolve customer complaints.
  • Ensure timely updates and upgrades to the web sites.
  • Develop intranet, collaboration, and business tools using open-source technologies.
  • Develop and maintain mobile interfaces for NITRD websites.
  • Gather and disseminate content and research results and outcomes that arise from Federal research in networking and information technology.
  • Increase NITRD web visibility through social media and outreach tools.
  • Develop NITRD news briefs for sharing NITRD and agency program updates.
  • Maintain Women in NITRD website; develop annual campaign to promote the Women in NITRD website.

Minimum Qualifications

  • Bachelor's Degree in a relevant field.
  • Ability to pass a federal background investigation including fingerprinting.
  • 5 to 9 years of software engineering and web administration combined experience.
  • Outstanding communication skills, influencing abilities, and client focus, both orally and in writing.
  • Experience conducting detailed research and analysis of network, software, and hardware issues.
  • Experience reading/interpreting management policy, regulations, and directives.
  • Ability to work effectively with a group or independently.
  • Ability to effectively manage several projects at one time.
  • Proficiency in Microsoft Office 2010 Word, Excel, PowerPoint, Access, and SharePoint.
  • Leagl authorization to work in the U.S.

Desired Qualifications

  • Master's degree.
  • A Public Trust security clearance or higher.
  • Experience or at least working familiarity with JavaScript, Linux/Unix, Perl, Shell, Java, Ruby, PHP, Python, Hands-On SQL, Microsoft ASP.NET MVC, Web API, Node.js
