Job Summary

Aptive is currently seeking a Logistics Analyst-MRR to support our Mission Support Services business line, on a program for the United States Coast Guard (USCG)

The United States Coast Guard (USCG) Aviation Logistics Center (ALC) provides centralized logistics support for all USCG aviation missions. As the sole industrial complex for USCG aviation, ALC provides: depot level maintenance, engineering, supply, procurement, acquisition, and information services. ALC's mission supports twenty-five (25) USCG aviation units that operate approximately two hundred (200) aircraft. These air stations are located throughout the continental United States, Alaska, Hawaii, and Puerto Rico. Additionally, ALC supports USCG Headquarters, Aviation Technical Training Center (ATTC), and USCG Surface Forces Logistics Center (SFLC). Technical Support Services are required to support the mission of ALC in various divisions: Engineering Services Division (ESD), Operational Division (OPS), Medium Range Surveillance (MRS), Medium Range Recovery (MRR), Long Range Surveillance (LRS), Safety and Environmental Health Office (SEHO), and the Support Equipment (SE). Other ALC divisions may be added at a later date.

Primary Responsibilities

  • Monitor changes to OEM, USCG and other services technical directives relating to logistics support (e.g., maintenance, technical data, support and test equipment,facilities, supply support, packaging, handling, storage, transportation, training, training devices, and computer resources, design interface (e.g., reliability, maintainability, availability, safety, human factors, commonality, modularity, system architecture)), configuration management, and deficiencies for applicability to USCG aircraft. Submit recommendations for action to the applicable engineering cell leader for Government action. Act on, track and provide status of Government-approved recommendations through implementation.
  • Initiate, conduct, and complete SPBO projects, including full and limited screen breakouts. Coordinate own activity with Product Line Manager, EngineeringCell and Supply Cell. Provide information regarding potential cost avoidance of each SPBO project. Submit all documentation and recommendations to the Government for acceptance. Conform to ALCINST 4200.3(series)
  • Conduct market research to collect and assemble information including, but not limited to, technical data packages, price, availability, quality initiatives in relation to ANSI and ISO 9000 requirements, source approval and validation process, vendor capabilities, vendor past Market research may include sitesurveys to verify information previously assembled. Coordinate own efforts with Government's for additional site surveys.
  • Conduct reverse engineering efforts, including, but not limited to, assemble Level III technical data packages, request creation of technical drawings, review drafts ofdrawings for accuracy, coordinate ALC local manufacture of parts, coordinate or conduct first article and prototype installation or testing of newly manufactured parts, including the Form, Fit and Function process. Identify, assess, and recommend resolution for reliability and maintainability Submit alldocumentation and recommendations to the Government for acceptance. Conform to ALCINST 13020.10 (series), CGTO PG- 85-00-250-A and ALCINST 13020.14 (series).
  • Conduct reserve engineering efforts, including, but not limited to, assemble Level II technical data packages, request creation of technical drawings, review drafts ofdrawings for accuracy, coordinate ALC local manufacture of parts, coordinate or conduct first article and prototype installation or testing of newly manufactured parts, including the Form, Fit, and Function process. Identify, assess, and recommend resolution for reliability and maintainability problems IAW the local Parts Manufacture by ALC, ALCINST 13020.10 (series), Graphics Style Process Guide, CGTO PG-85-00-240-A, ALC Drawing Control Procedures, ALCINST 13020.14 (series).
  • Write, review and update policy, procedure, and process documents, including, but not limited to, technical manuals, COMDTINST, MPCs, TCTOs, SICRs, ESRs, SRs, PQDRs, ACCB process guides, IAW applicable ALC and USCG documentedguidelines and generally accepted commercial, military maintenance, or design processes.
  • Generate SICRs for applicable aircraft parts. Submit each SICR with backup documentation to the Government for Conform to ALCINST5213.1(series).
  • Generate TCTOs for applicable aircraft systems, sub-systems, assemblies,and/or parts IAW CGTO PG-85-00-40-A. Assist in validation and verification of TCTOs. Track parts ordered by the Government for TCTO kits. Create and deliver TCTO kits using Government provided parts.
  • Generate ACCB packages IAW CGTO PG-85-00-70-A. Submit the product tothe Government for acceptance.
  • Execute Service Submit information to the Government for acceptance.IAW ALCINST 13020.11 (series).
  • Generate Engineering Service Submit information to theGovernment for acceptance. IAW ALCINST 13020.9 (series).
  • Write MPCs that will enable technicians to sustain the aircraft IAW CGTO PG-85-00- 230-A. Submit MPC documentation to the Government for acceptance.
  • Write engineering specifications, including schematics and figures that document approved depot-level repairs and Submit product tothe Government for acceptance.
  • Submit CG-22s for changes to aeronautical publications when applicable andrelevant IAW CGTO PG-85-00-230-A, CGTO PG-85-00-20-A, CGTO PG-85-00-110-A and
  • COMDTINST M13020.1 (series). Contractor shall submit recommendations viathe ATIP.
  • Review drafts of technical publications and technical drawings, including wiring diagrams, for content and Submit recommendations for action forGovernment acceptance. Act on approved recommendations.
  • Assist in investigation of Submit recommendations for action forGovernment acceptance. Act on approved recommendations.
  • Provide troubleshooting assistance to air Provide technical interface tofield activities and to vendors.
  • Participate in meetings for technical, production, or programmatic
  • Provide data on an ad hoc basis, including, but not limited to, serial numbers of equipment in new aircraft or equipment that will be inducted into ALMIS, information available in ALMIS, aircraft specifications contained in existing documents or sources


Minimum Qualifications

  • Have a combined minimum twelve (12) years of H-60 airframe maintenance Maintenance experience includes mechanic and/or engineering technician positions.
  • Able to provide engineering technical support for search, detection, navigation,other electronic components, subsystems, systems, and AGSE.
  • Able to research and analyze information contained in an aircraft's maintenancerecords and provide a detailed report for an aircraft pre-induction to the product line.
  • Experience in or knowledge of performing directed management studies, analyses, reviews, and verifications to establish requirements and standards;data analyses and research for decision support; technology upgrade investigations; and system enhancement studies.
  • Experience reviewing maintenance
  • Experience writing engineering specifications including schematics and figures forthe express purpose of documenting approved depot level repairs and processes.
  • Able to provide on-site engineering technical support for approved prototype and installation of system modifications, assess and resolve reliability and maintainability problems and provide technical interface between vendors and operational/field

  • Previous experience with the Coast Guard highly preferred
