Job Summary

Aptive is currently seeking a Management Analyst-HC-130J (E-City) Data Transfer and Diagnostics System (DTADS) to support our Mission Support Services business line, on a program for the United States Coast Guard (USCG)

The United States Coast Guard (USCG) Aviation Logistics Center (ALC) provides centralized logistics support for all USCG aviation missions. As the sole industrial complex for USCG aviation, ALC provides: depot level maintenance, engineering, supply, procurement, acquisition, and information services. ALC's mission supports twenty-five (25) USCG aviation units that operate approximately two hundred (200) aircraft. These air stations are located throughout the continental United States, Alaska, Hawaii, and Puerto Rico. Additionally, ALC supports USCG Headquarters, Aviation Technical Training Center (ATTC), and USCG Surface Forces Logistics Center (SFLC). Technical Support Services are required to support the mission of ALC in various divisions: Engineering Services Division (ESD), Operational Division (OPS), Medium Range Surveillance (MRS), Medium Range Recovery (MRR), Long Range Surveillance (LRS), Safety and Environmental Health Office (SEHO), and the Support Equipment (SE). Other ALC divisions may be added at a later date.

Primary Responsibilities

  • Manager and Subject Matter Expert for DTADS to include oversight for all HC-130J units and depot maintenance facilities.
  • Provide technical support for all HC-130J units and depot maintenance facilitieswithin one (1) business day after request.
  • Provide onsite training and technical instruction to active duty personnel at all HC-130J units and depot maintenance facilities as required including traveling tothose
  • Provide oversight, management and direction of DTADS activities at all HC-130Junits and depot maintenance facilities.
  • Provide oversight and management of USCG DTADS Windows 10
  • Represent USCG DTADS interest, in particular Windows 10 transition, as the USCG Advisor to the C-130J Joint Users Group Aircraft Data Diagnostics Systems Working Group (ADDSWG). Attend meetings in person or by phoneconference twice yearly and provide feedback reports to the LRS Product Line.
  • Provide trend data to Lockheed Martin Aerospace on a weekly
  • Provide aircraft engine hour data to the Government Ensure accuracy ofengine data from month to month. Monthly data shall be as of the last day of the month, and be submitted to the Government five (5) working days after the end of the month.
  • Provide flight generated detailed engine data to Government when unusual engineissues occur. Data as a result of an unusual engine issue shall be provided one (1) working day after the Government notifies the contractor of the issue.
  • Provide DTADS technical support and on the job training IAW aircraftmaintenance
  • Monitor other services C-130 technical change directives within "DTADS" disciplinefor applicability to USCG C-130 aircraft and submit changes to the Government for
  • Perform weekly backups of unit flight generated data to Data Access Point (DAP)(digital flight data recorder downloads and post flight debriefs) and review for accuracy.
  • Maintain and archive data on Provide monthly available memory status andfuture growth needs. Perform daily backups of entire DTADS server and review for accuracy.
  • Provide report quarterly to include: DTADS computer software version, serial number, model number, available memory, date of manufacture, andrecommended future growth
  • Transfer both raw and processed data to CG W53 computers for further
  • Manage DTADS Host Computers (DHC), laptops and server. Provide technical assistance to the USCG regarding replacement/procurement ofDHC's as well as associated cabling and peripherals.
  • Utilize DTADS Zipper to generate engine upload
  • Manage HC-130J Navigation data download and
  • Manage HC-130J Terrain Awareness and Warning System (TAWS) datadownload and

Minimum Qualifications

  • Minimum four (4) years documented and demonstrated experience as a HC-130JGround Maintenance System (GMS)/ DTADS administrator.
  • Verifiable working knowledge of DTADS operating systems and file structure required for implementation of DTADS on one central server for use by remote air Shall be able to assist USCG ALC Information Services Division (ISD) specialists during
  • implementation and ensure quality of DTADS software processes. Shall have C-130J aircraft system knowledge and understand DTADS interaction with the aircraft.
  • Able to load DTADS software on a DTADS host computer, configure and troubleshoot for Shall understand DTADS software DAP module andhow it communicates to other DTADS modules such as: Personal Computer-Ground Maintenance Program (PC-GMP), Personal Computer-Aircraft Maintenance Program (PC-AMP) and Propeller Balance Software (PBS). Shall be able to ensure accuracy of DAP and manage size to ensure efficient processing speed. Shall be able to archive, add, copy or delete aircraft data within DAP.
  • Able to analyze DTADS post flight debrief reports for accuracy, provide guidance on recorded aircraft faults and provide assistance to the Government whendetermining if a structural limit was exceeded, fault was a nuisance, or a recommended troubleshooting procedure within the guidelines of the fault isolation manual. Shall be able to use all DTADS modules to analyze aircraft discrepancies and provide solutions to the
  • Able to assist the Government with PBS. Shall be able to load PBS software on a DTADS host computer, configure and troubleshoot for Shall understandGMS naming convention and how to apply it to DTADS generated data for processing in the PBS. Shall be able to assist the Government in determining accuracy of questionable computed propeller balance corrections.
  • Able to install, configure, troubleshoot and use USCG DTADS Zipper softwareprogram on a DTADS host computer.
  • Able to locate, monitor and evaluate other services' and OEM technical changedirectives within maintenance, engineering, and logistics disciplines forapplicability to USCG HC- 130J aircraft and DTADS for direct or indirect application and provide logically justified recommended action.
  • Able to communicate effectively orally and in writing in English at Aircraft Data Diagnostics Systems Working Group (ADDSWG) meetings in person or by phone
