The Department of Transportation Planning of the Metropolitan Washington Council of Governments (COG) seeks a Manager of our Safety and Systems Performance Analysis Group. This position will manage one of two groups comprising the Systems Performance Planning Team in the Department of Transportation Planning, leading a group of several planners and engineers undertaking regional transportation planning work. Regional transportation safety planning is a featured aspect of this work; this manager will be looked to as a traffic safety subject matter expert and regional point person. The Safety and Systems Performance Analysis Group members’ activities also include bicycle and pedestrian planning; freight planning; performance-based planning and programming data analysis; and related aspects of metropolitan transportation planning.

Metropolitan transportation planning for the region is conducted under the auspices of the National Capital Region Transportation Planning Board (TPB), housed at COG and comprising elected and senior appointed officials from TPB member jurisdictions and agencies. The person in this position will frequently present items to the TPB, including items requiring TPB review and approval, and will also present to and work with numerous technical advisory subcommittees to the TPB. Most Department of Transportation Planning work is guided by an annual Unified Planning Work Program (UPWP), setting planning programs, tasks, and budgets, and approved by the TPB.

The Manager of Safety and Systems Performance Analysis is a multi-faceted position of a high level of responsibility that has roles in direct planning/production work, supervision of several employees in their planning/engineering work, oversight of consultants, and management of competitive grant programs among COG/TPB member agencies and jurisdictions.

Primary Responsibilities

• Manage the Transportation Safety Planning component of the UPWP, including supervision of involved staff and consultants, and support the associated advisory Transportation Safety Subcommittee.

     o Review, compile, and analyze transportation safety data from national, state, and local data sources.

     o Coordinate with member state safety officials on transportation safety activities of mutual interest. o Maintain the Safety Element of the regional long-range transportation plan Visualize 2045.

• Manage the Regional Roadway Safety Program, a TPB sponsored competitive grant program that provides planning and engineering assistance to TPB member agencies and jurisdictions aimed at reducing roadway fatalities and serious injuries in the region.

     o Manage the process to solicit and review jurisdictional/agency applications to the program, as well as a panel-advised selection process.

     o Manage the engagement of consultant firms to execute selected and approved projects.

     o Monitor consultant execution of projects to ensure successful completion; ensure proper administration of invoices and progress reports.

• Manage the Freight Planning component of the UPWP, including supervision of involved staff and consultants, and support the associated advisory Freight Subcommittee.

     o Review, compile, and analyze freight/goods movement data from national, state, and local data sources.

     o Maintain the Freight Element of the regional long-range transportation plan Visualize 2045, as well as a stand-alone Regional Freight Plan.

• On an annual basis, develop federally-required Performance-Based Planning and Programming (PBPP) safety targets and help guide their review and adoption by the TPB. Examine past performance toward setting future targets. Review and update target setting methodology as needed.

• For the above programs and activities, arrange and provide briefings to the TPB and its subcommittees; undertake strategic planning/program development; advise COG/TPB senior staff; undertake and manage budgets, invoices, and progress reporting; and work to ensure that COG/TPB goals and objectives, especially considerations of equity in program areas, are accomplished.

SUPERVISORY RESPONSIBILITIES

The Manager of Safety and Systems Performance Analysis is anticipated to supervise several (two-to-five) employees, and carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; addressing complaints and resolving problems.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Excellent knowledge of principles and practices of transportation engineering or planning, or related fields, including techniques of statistics, quantitative methods, and techniques as applied to transportation planning; subject matter expertise in one or more specialty areas of transportation engineering or planning; excellent knowledge of research methods and computer applications; ability to express ideas clearly and concisely, in both oral and written form, and to establish and maintain effective working relationships with other employees, officials and the public; good judgment. The ideal candidate will have subject matter expertise in transportation/traffic safety planning and programs, and excellent knowledge of other aspects of regional transportation planning or engineering.

EDUCATION AND EXPERIENCE

• Five or more years of experience in the area(s) of specialization or related field; AND

• Master’s degree in transportation engineering, civil engineering, transportation planning, urban planning, or a related field. OR

• Bachelor's degree in a related field and seven years of applicable work experience. OR

• Any combination of education, experience, and training that is equivalent to the above qualifications.

COMPUTER KNOWLEDGE AND SKILLS

Experience with Microsoft Office programs (Word, Excel, PowerPoint) is required. Experience with statistical software (SAS preferred), ArcGIS, data management, and data visualization software is recommended.

COMMUNICATION SKILLS

Expert-level ability to prepare and deliver briefings to large groups of elected officials, top management, other senior officials, subject matter expert committees, and other regional transportation planning stakeholders. Ability to prepare for and execute meetings, workshops, or other functions for subject matter experts and other stakeholders. Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute percentages, rates, and ratios and to draw and interpret numeric charts and graphs. Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of instructions furnished in written, oral, diagram, or schedule form and deal with a variety of abstract and concrete variables in situations where only limited
