POSITION SPECIFICATONS

The National Capital Region Transportation Planning Board (TPB), with the Metropolitan Washington Council of Governments (COG) acting as administrative agent, is the designated recipient for the Federal Transit Administration's (FTA's) Enhanced Mobility of Seniors and Individuals with Disabilities (EM) Program for the Washington, DC-VA-MD Urbanized Area. The program at COG received approximately $5M annually from the FTA’s Section 5310 program. The individual in this position will possess transportation planning qualifications to manage the EM program. The position is within the Transportation Operations Programs Team of the department. The EM program compliments the National Capital Region Transportation Planning Board's (TPB's) Human Service Transportation Coordination Program. This position will be the primary staff responsible to administer the EM program, as per FTA guidelines, including grant management and operational support to the grantees. The EM Program Manager will be responsible for conducting grant solicitations and convening a selection committee to develop grant recommendations for the TPB. The TPB’s Coordinated Human Service Transportation Plan (CHST) serves as the guiding document for COG’s EM grants. This position will work closely with COG’s other Transportation Planning department staff in the development/updates of the CHST Plan. The Program Manger will be responsible for and assisted by an EM Program Grants Analyst, in developing and administering grants with each grantee including processing invoices, payments and other grant requirements.

Work activities will include the following:

1. Administering all existing grants (approximately 80) from previous awards, totaling $30 million. Activities include managing the grants in FTA's online grants management software, Transit Awards Management System (TrAMS), developing FTA required reporting submission and compliance information such as the Program of Projects and Disadvantaged Business Enterprise (DBE) reports; working with the grantees (approximately 30 subrecipients) and COG's Office of Finance and Accounting on FTA required compliance documentation, monthly invoices and drawdowns, quarterly Federal Finical Reports (FFRs); and reviewing subrecipient quarterly milestone progress reports (MPR’s) to capture substantive components for input into TrAMS, and annual performance reports. Grant administration activities would also include vehicle procurement and inspections, conducting subrecipient site visits and follow-up site visit summary and closeout compliance letters Additional activities include working with subrecipients on budget adjustments, spending issues, eligible expenditures, procurements, and scope of work changes in their contracts. Working with subrecipients to complete and file annual Certifications and Assurances, as well as the triennial Civil Rights and DBE Assurances. Other activities would include coordination and implementation of subrecipient orientation and best practices sessions, reviewing and updating the Program Management Plan (PMP), developing news articles for TPB News as well as case studies.

2. Attend and provide assistance to the TPB's Access for All Advisory Committee (AFA) which includes human service and transportation agency representatives from the local jurisdictions in Washington, DC, Suburban Maryland and Northern Virginia. The AFA is responsible for guiding updates to the CHST and developing priority projects for grant funding.

3. Assist other department staff with the development and or update of the CHST, with the guidance of the AFA, to set priorities and evaluation criteria for the FTA’s Section 5310 Enhanced Mobility Program.

4. Lead the project solicitation activities, in coordination with other department staff, for the Section 5310 Enhanced Mobility Program grants which typically occurs between July and September every other year. This activity includes preparing for and publicizing the grant opportunity, conducting pre-application conferences for potential applicants, reviewing applications for completeness, and staffing the selection committee which will make funding recommendations to the TPB. This will also include working with Foundant, a grants management software, for application submission management, the evaluation of applications, as well as quarterly progress reporting assignments, review and approvals.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Requires detailed (1) knowledge of principles and practices of transportation planning and coordinated human services transportation planning; (2) knowledge of or experience with Federal, State, or local grant administration and operations, specifically FTA; (3) financial management and project management experience desired and experience with FTA's Transit Awards Management System (TrAMS) system a plus; (4) strong software skills in Microsoft Office programs (Word, Excel, PowerPoint, Access), experience with web content management and other graphic programs such as InDesign, a plus (5) strong oral and written communication skills ; and (6) the ability to maintain effective working relationships with other employees, grantees, elected officials and the public.

This position requires a master's degree in planning, human services, public administration, or an appropriate related field, at least four years working experience in transportation planning or coordinated human services transportation and Federal, State or local grants administration, program operations, and project management experience. Any equivalent combination of experience and training which provides the required knowledge, analytical and writing skills, and abilities will be considered.
