The position of Occupancy Specialist is purposed to process initial, annual and interim re-certifications for the Affordable Housing Choice Voucher Program, Public Housing Program and Low Income Housing Program as assigned. The following tasks describe the main functions of the job but are not intended to be all inclusive. The Occupancy Specialist may not be assigned to process all programs but should be willing to process files for all programs once training has been provided. The Occupancy Specialist is expected to know and reference HUD regulations regarding the assisted housing program, know and reference the RHE policies (HCV Administrative Plan, Admissions and Occupancy Plan, Annual/5 Year Plan).

Affordable Housing Choice Voucher Program

  • Prepare, print and mail recertification letters to clients and case management
  • Process initial, annual and interim recertification
  • Verify income, assets and deductions
  • Calculate family rental payments and Owner HAP Payments
  • Run EIV reports
  • Evaluate Background Checks
  • Conduct Voucher briefings
  • Assist in managing the waiting list
  • Maintain orderly complete client files
  • Input Data into Yardi Software System
  • Prepare re-certification packages
  • Process portability billing submissions and other tasks related to portability
  • Communicate with landlords, case management team and participants as needed
  • Manage workload, ensure all re-certifications are completed timely
  • Review monthly recertification list with supervisor to ensure timely completion
  • Ensure detailed notes are put into the system
  • Assist with monthly HAP run
  • Provide explanations of actions, and adjustments as required.
  • Provide exemplary customer service
  • All other duties as assigned by the Senior Property Manager

  • Communication Proficiency - Able to convey complex information in a professional, clear, and concise fashion using correct grammar and punctuation. Type Proficiently, Read Comprehensibly, Effective Business Writer. Understands and practices the principles of effective listening. Strives to constantly improve communication skills.

  • Must be able to perform multitask with or without interruptions

  • Interpersonal Skills/ Knowledge of customer service practices- Commits to finding ways of providing exemplary customer service and working effectively with a wide array of people
  • Demonstrated time management and organizational skills.
  • Demonstrated ability to perform detail-oriented work
  • Proficient in Microsoft Office ( Word, Excel, Power Point, Outlook)
  • Must be proficient in Yardi Software

Physical Demands: This position works in an office setting. In the office it is primarily sedentary physical work requiring the ability to lift a maximum of 20 pounds; occasional lifting, carrying, walking, bending over (to file) and standing; frequent hand/eye coordination and finger dexterity to operate personal computer and office equipment; vision for reading, recording and interpreting information; speech communication and hearing to maintain communication with employees and customers.

Work Environment: Works in clean, comfortable environment in the office, sit at a computer for at least 6 hrs. /day.

  • Bachelor's (Preferred)
  • Yardi: 1 year (Preferred)
  • COS (Certified Occupancy Specialist)1 year (Preferred)
  • Driver's License (Preferred)
