Job Summary/Company:

Sparks Group in collaboration with a leading information technology system, is searching for a driven Proposal Manager. The Manager will be responsible for participating in proposal development, reviewing and analyzing Request for Proposal (RFP) requirements, and assessing strategy for responding to requirements. An active TS/SCI clearance is required. The Proposal Manager will also be responsible for delivering high-quality, compliant proposals in support of the company's strategic growth objectives. Responsibilities:

  • Lead and support all functions; handle cradle to grave development in collaboration with Business, Technical, Operational and Development leads, SMEs and other involved contributors
  • Interpret technical and management requirements of Federal Government solicitations (e.g., RFPs, RTEPs, RFIs)
  • Coordinate with Capture Manager for bid /no bid recommendation
  • Develop standard proposal management artifacts, including proposal plans, schedules, outlines, and compliance matrices
  • Communicate with company leadership, teams and partners, throughout the proposal life cycle and provide related documents
  • Participate in reviews of proposal materials developed by other proposal managers for compliance and proposal readiness to submit
  • Prepare support artifacts and assessing proposal to ensure a compelling and compliant proposal response
  • Perform operational staff management, including monitoring proposal development efforts, setting priorities, and aligning resources
  • Identify resources and logistical requirements; coordinate with pricing specialists and contract/subcontract administrators


Qualifications/Background Profile:

  • Position requires US Citizenship
  • Active TS/SCI Clearance (U.S Federal Government Agency) required
  • Bachelor's Degree in any quantitative field
  • 4+ years of progressive experience in Federal proposal development, preferably in IT and Software Development
  • Strong understanding of Federal Government contracting and industry proposal best practices
  • Must be proficient in Microsoft Word (formatting and styles) and at least intermediate level in Microsoft Excel and PowerPoint, Adobe Acrobat, and SharePoint
  • Ability to meet tight deadlines including occasional extended evenings/night hours, weekends, and holidays
