Job Announcement

Works as part of the Wastewater Collection Division (WCD). Leads and assists in the implementation of WCD's occupational safety and health programs. WCD manages and operates Fairfax County's wastewater collection system, consisting of nearly 3,400 miles of pipe, over 100,000 associated structures, 57 metering sites, and 63 pumping stations. WCD's organization includes approximately 140 sanitary sewer maintenance specialists and administrative support team members including maintenance professionals, equipment operators, cdl drivers, instrumentation technicians, industrial electricians, plant mechanics, administrative professionals, and professional engineers. Works under the general supervision of the Safety and Emergency Manager.

Duties include:
  • Tracks safety program requirements and trains individuals or groups for compliance with county, state, and federal laws/regulations including but not limited to personal protective equipment (PPE), permit confined space entry, trenching/excavation, lockout/tag-out, respiratory protection, powered industrial trucks, hazard communication, assessing work area hazards, and electrical safety.
  • Provides training to employees to prevent personal injuries and vehicular accidents. Communicate these and other safety concerns to various level of staff and management.
  • Maintains safety records such as near miss, injury, and vehicular accident reports.
  • Maintains records pertaining to WCD's safety and training programs, including written mandatory occupational safety and health programs and training records.
  • Assists with updating and/or revising division level emergency plans including but not limited to the Continuity of Operations Plan (COOP) and the Emergency Action Plan (EAP).
  • In coordination with the County Risk Management Division, manages the agency CDL program.
  • Performs other related occupational safety and health tasks as assigned.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Bachelor's degree from an accredited four-year college or university with a degree in safety sciences, industrial hygiene, safety management, loss prevention or closely related field; plus two years of professional safety program experience.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a pre-employment physical examination, and driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. PREFERRED QUALIFICATIONS:
  • 1-2 years of training experience to groups of all sizes.
  • Safety certifications (e.g., ASP, CSP).
  • Experience and ability to effectively communicate to various professionals and field staff employees clearly and concisely.
  • Experience in water, wastewater, construction, or Industrial settings.
  • Working knowledge of OSHA and VOSH regulations (29 CFR 1910 and/or part 1926).
  • Familiarity with occupational safety and health voluntary consensus standards, such as the NFPA 70E.
  • Basic to intermediate knowledge of Microsoft Office suite programs.
  • Strong writing skills.

PHYSICAL REQUIREMENTS:
Ability to read and write, climb ladders, and to drive and visit work areas for safety. Required to pass medical examination to the satisfaction of employer prior to appointment. All duties performed with or without reasonable accommodations.
