Works as part of the Health Department's Human Resources department in consult with and provide tactical and strategic operational HR support and services for a high performing department consisting of over 900 employees. Reports to the HD Human Resource Manager, and will have professional experience as a HR business partner, to include talent acquisition, (recruitment, selection and hiring) processes, performance management, FMLA and leave administration, position management and workforce planning. Supports quality assurance and improvement activities, provide managers with guidance on employment, and other HR issues; participates in recommendations to departmental HR procedures and practices; manage data in HRIS systems or other agency system applications, and provide general support to staff at all levels. Conducts research on various personal matters and compiles data, citing sources used. Analyzes data or information to produce reports and other documents. Participates in department and county committees and workgroups as needed.

Provides managers with guidance on employment, employee relations and other HR issues;

Makes recommendations and revisions to departmental HR policies & procedures;

Gathers, tracks and analyzes HR metrics, reports, and plans;

Manages on-boarding, exit interviews, and other HR-related departmental programs;

May supervise clerical and/or paraprofessional personnel in HR-related matters.

Knowledge of human resources administration and management principles and practices;

Ability to perform a variety of increasingly complex work in human resources;

Ability to communicate effectively orally and in writing;

Ability to use word processing, spreadsheet, and presentation software to prepare documents and store, manipulate, analyze and present information;

Ability to train and supervise staff.

Employment Standards

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four year college or university with a bachelor's degree in human resource management, public administration, or a related field; plus two years of professional-level human resources experience.

  • At least two years of professional level HR experience with all phases of talent acquisition processes and administering family medical leave; At least two years of progressively responsible HR experience providing guidance in FMLA, performance management, and position management/workforce planning.
  • Ideal candidate will have excellent research and analytical skills, strong knowledge/experience in interpreting and explaining regulations, policies and processes to all levels of employees.
  • Possess excellent written and communication skills, detailed oriented, is proactive, flexible in their approach to work priorities, and solves problems creatively.
  • Demonstrated ability to work independently and in a team environment, fosters collaboration, and develops positive working relationships across employee levels.
  • Proficient with use of Microsoft Office Suite, and HRIS systems.
  • Possession of current HR professional certification, a plus.

The appointee to this position will be required to complete a criminal background check, a driving records check, and a Child Protective Services to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Work is generally sedentary; however, employee is required to walk, stand, sit, bend, kneel, climb stairs and carry equipment up to 25 pounds in weight as required for the position. Uses hands to grasp, handle or feel. Visual acuity is required to read data on a computer monitor. Ability to operate keyboard driven equipment. Ability to communicate clearly with others, orally and in writing, and make presentations. Ability to travel to other sites to attend meetings/trainings.
