Job Announcement
Serves as a countywide expert in GIS and data analysis for advancing racial and social equity, working at both systems and department levels. This position works with county leadership and members of the One Fairfax Core Team to provide data and maps and context for decision making. This position leads cross- departmental and cross-system teams and as needed, provides consultative support to interdepartmental initiatives. This position conducts research to inform program and policy decisions, developing innovative ideas and gathering insights on new and/or emerging practices in equity data and mapping. Works u nder the general direction of the Chief Equity Officer.

Duties to include:
Geographic Information Systems
- Assesses needs for data visualization for equity and determines which combination of data and tools will deliver appropriate solutions.
- Applies of principles, practices, and methods related to systems such as Oracle, ARCGIS, and Access, and other GIS tools, utilities and databases.
- Performs any or all of the four traditional types of spatial analysis: spatial overlay and contiguity analysis, surface analysis, linear analysis, and raster analysis.
- Assists users in using GIS systems for racial and social equity.
- Prepares and analyzes data to identify trends or patterns in order to evaluate program or strategy performance, diagnose problems, or discover potential strategies for improvement related to equity.
- Extracts and uses spatial data from sources such as the American Community Survey for analysis.
- Manages equity analytics, including tracking metrics, generating equity reports to show trends, and communicating impact across equity programs and initiatives.
- Maintains current key data sets describing conditions in Fairfax County; monitors social trends within the community.
- Develops an inventory of current internal and external equity-related data sources, programs, and applications across agencies.
- Collaborates with the Department of Management and Budget Data Analytics Team to make recommendations for shared measures, standards, and locations for County data.
- Participates in system designs that incorporate agency(s) processes related to data collection and reporting.
- Serves as a technical advisor and knowledge leader on GIS and data collection and analysis for racial and social equity to inform policy, practice, programs, and processes across the County and with external groups.
- Engages with regional and national networks to contribute to and organizationally benefit from the growing field of practice on equity mapping, indices, and metrics.
- Researches best practices in relevant areas to inform the development, implementation, and evaluation of programs/projects.
- Collaborates with and provides leadership to departmental staff and/or community work groups to contribute to the overall development of the County’s research/evaluation capacity.
- Consults with departmental staff regarding the adequacy of evaluation and research designs for departmental programs.
- Collaborates with community and staff to create dashboards, visualizations, reports, and other presentations of community indicators and program performance measures and their underlying context and data.
- Translates technical terminology into terms understandable to management and employees.
- Designs and drafts reports, memoranda, and correspondence relative to data analysis, research and/or evaluation studies conducted.
- Shares, orally in and writing, information, data, evidenced-based practices and program models, and examples of local successes with County and community partners.
- Manages website content.
- Collaborates with staff and community in identifying data needed to support effective performance measures and community indicators for racial and social equity.
- Facilitates and supports cross functional and cross system groups in building their capacity to find, use, and communicate data to advance and coordinate racial and social equity.
- Serves as a representative of Fairfax County Government with various governmental and public groups or networks.
- Interacts with and builds networks within and across county departments (e.g., cross-cutting areas such as human resources, community engagement, and procurement) and with relevant stakeholders.
- Utilizes project, process, and change management skills and techniques to sequence, design, and initiate action.
- Develops program/project plans and timelines.
- Coordinates programs/projects, ensuring that timelines are met.

- Professional experience in researching, analyzing, and interpreting policy and/or legislation.

- Experience working with elected officials, boards, authorities and commissions, and resident-led groups.
- Experience participating on and facilitating multi-sector teams.
- Demonstrated experience working in the government (federal, state, and/or local) sector.
- Experience using ArcGIS Enterprise, ArcMap, ArcGIS Pro, and ArcGIS Online.
- In-depth knowledge of GIS concepts and analytical techniques, and significant experience with ESRI’s ArcGIS platform.
- Experience configuring, implementing, and supporting GIS Web Applications in ArcGIS Online and/or ArcGIS Enterprise through ArcGIS Solutions, Web AppBuilder for ArcGIS, and ESRI Story Maps.
- Experience with relational database management systems such as Oracle and SQL Server.
- Must have excellent analytical, cartographic mapping, spatial analysis, and problem-solving skills.
NECESSARY SPECIAL REQUIREMENTS:
