Summary

The Instructional Systems Designer (ISD) II (Manpower) s upports the development and analysis of Manpower, Personnel, and Training (MPT) documents associated with both the SSBN Strategic Weapon System (SWS), and the SSGN Attack Weapon System (AWS), which are under cognizance of Strategic Systems Programs (SSP).

Responsibilities
  • Develop, analyze, and plan SWS/AWS manpower, training, and personnel requirements to support advanced planning and "Alternate Studies" for the operations, evaluation, and training branch of SSP (SP-205).
  • Update, develop, and evaluate Navy Training System Plans (NTSPs).
  • Analyze, review, and prepare manning reports using BUPERS billet and personnel data.
  • Analyze and project Annual Training Input Requirements (ATIR) for the MT, ET (NAV), and AWS FT ratings.
  • Coordinate changes to instructor manning requirements for training facilities at Kings Bay, GA, and Bangor, WA using current Submarine Learning Center instructor computation spreadsheets or instructions.
  • Perform assigned special tasks as requested by SSP or the Program Manager.
  • Other duties as assigned.

Qualifications
  • Associate's Degree OR 3+ years of related experience in Navy manpower, personnel, and training.
  • 4+ years of experience related to SWS or AWS training projects or similar military technical experience
  • Formal training in instructional methodology and adult learning gained from military training schools and/or college education
  • Military experience and education may substitute for formal college education
  • DoD Secret Security clearance

Knowledge, Skills and Abilities:
  • Working knowledge and maintaining up-to-date references which support the Manual of Navy Total Force Manpower Policies and Procedures, development of NTSPs and SSBN SWS, and AWS shore-based second-level support activities.
  • Strong written and verbal English grammar, spelling, punctuation, usage, and pronunciation
  • Knowledge and application of adult learning principles and instructional design models
  • Ability to develop workflows and business procedure
  • Proven working experience in instructional design and with instructional technology
  • Ability to effectively write instructional text, and audio scripts/video scripts
  • Ability to use Microsoft Word:
  • Basic text formatting functions, tables, bullets and numbering, hanging indents, inserting graphics, tracking changes, accepting comments and changes
  • Ability to use Microsoft PowerPoint:
  • Basic text formatting, tables, master layouts, text and title placeholders, entering slide notes
  • Graphic design features to create screen layouts
  • Ability to use Microsoft Outlook email and calendar:
  • Send, receive, and file email
  • Create and accept calendar appointments and invitations
  • Ability to maintain and access files in an organized fashion on both local hard drive and network drive
