Summary

The Chief Engineer is responsible for the supervision of maintenance operations, all assigned equipment, and the physical condition of the Federal Bureau of Investigation Washington Field Office (FBI WFO) Federal Building.

Responsibilities
  • Supervise and schedule staff to perform scheduled preventive maintenance on equipment and update building inventory
  • Participate in recruitment, examination, and the hiring process
  • Evaluate praise and discipline assigned staff on an as-needed basis
  • Work with the Program Manager and participate in the individual career development of assigned staff
  • Act as a mentor to the assigned staff by assisting them in developing their skills through hands-on technical training
  • Review and provide solutions to technical issues and challenges determining where improvements can be made and recommending and implementing changes
  • Conduct safety meetings and training on a regular basis
  • Encourage and monitor work for adherence to professional and mandated standards
  • Maintain and review work records of assigned staff or crews
  • Determine time, materials, supplies, and overall costs needed to complete assignments and provide input into the budget process
  • Ensure that safe and efficient work practices and procedures are followed, including those pertaining to the set-up of work sites, the use of equipment, the maintenance and storage of equipment, materials, and tools, and the use of personal protective clothing and equipment
  • Inspect the U.S. government's internal building projects for compliance with specifications, standards, and codes, coordinate work within the city and other agencies
  • Develop and adhere to a preventive maintenance program
  • Other duties as assigned

Qualifications
  • High school diploma or GED required
  • DC 3rd Class Stationary Engineer License required
  • 10+ years of experience in the field with increasing levels of responsibility
  • 4+ years of experience working in government contracting
  • Experience to include the following:
  • Experience in planning, organizing, directing, and participating in the activities of one or more crews assigned to a functional work area in building maintenance.
  • Experience in motivating, leading, and training staff.
  • Participate in hiring, performance evaluations, and disciplining staff as needed.
  • Experience in developing and maintaining relationships with all levels of an organization and with people from different socio-economic, religious, and ethnic backgrounds.
  • Background check required

Knowledge, Skills and Abilities:
  • Thorough knowledge of methods, materials, tools, and equipment used in carpentry, painting, plumbing, electrical, control systems, heating, ventilating, air conditioning, and related trades/crafts
  • Outstanding knowledge of building maintenance materials and their characteristics as well as the uniform codes (building, plumbing, electrical, and mechanical) and technology; theory, design, use, and operation of equipment and related building systems and locations of typical system failures
  • Considerable knowledge of practices for fixing and maintaining equipment and materials
  • Ability to estimate and order supplies and materials needed to get the job done while keeping an eye on the "bottom line" and not allowing inventory to pile up
  • Knowledge of reading blueprints to determine the physical location of equipment
  • Knowledge of math up to and including basic algebra and geometry
  • Ability to read and interpret plans, specifications, and blueprints, sketch designs, and present notes to coworkers, supervisors, and clients
  • Ability to read and apply applicable codes; operate data loges and personal computers
  • The ability to Enter IN and Close OUT service tickets/ PMS in Maximo
  • Thorough understanding of using hand and power tools used in carpentry, plumbing, electrical, HVAC, and other building trades to adjust and maintain equipment while always using proper lifting techniques
  • Knowledge of conducting field inspections of in-house and contract projects for compliance with specifications, standard codes, ordnances, and regulations
  • Ability to work in a high-stress, constantly changing environment
