DEP is seeking an experienced individual to serve as a full-time Program Manager I (Safety and Environmental Compliance Manager) for the Resource Conversion Section in the Recycling and Resource Management Division, Department of Environmental Protection (DEP).  The employee in this position is responsible for overseeing and performing required duties related to Occupational Safety and Health and environmental regulatory compliance at the County’s solid waste facilities.

 This position is one of two (2) DEP Safety Managers and requires regular inspection of field activities and may impose physical demands including occasional standing for long periods and/or walking over rough and uneven sites and terrain.

 Responsibilities include but are not limited to: 

• Monitoring overall site conditions and ensuring compliance with applicable County, State and Federal, Occupational Safety and Health (OSH) and environmental regulations at the Transfer Station Material Recovery Facility (MRF) and other County facilities by conducting site inspections and audits for potential hazards, conducting risk assessment, and enforcing preventative measures and complete Job Safety Analysis (JSA) for hazardous task.

• Supporting the development of OSH policies, programs, and workgroups, advising, and instructing on various safety-related topics (traffic control, heavy equipment, noise levels, use of machinery etc.), reviewing existing site-specific policies and procedures and updating as needed.

• Initiating and organizing OSH training of County site employees, assess environmental compliance and health requirements and provide appropriate training to staff. 

• Assess the safety, environmental and health hazards of the public and commercial contract areas; develop approaches to minimize safety, environmental and health hazards in public use areas.  Assess the Division’s compliance with Occupational Safety Standards, Maryland Occupational Safety and Health (MOSH) programs.

• Perform program support duties including inspecting safety and environmental compliance and applicable safety training records; retaining environmental spill and accident reports; and tracking all required permits and confirming the preparation of permit applications.

• Report spills and accidents to appropriate regulatory personnel.  Perform investigations of environmental accidents or regulatory violations and recommend improvements for preventing future incidents of a similar nature.  Research environmental and health requirements for new operations or operational changes.

• In conjunction with County Risk Management Division, establish and maintain a safety and environmental health program in accordance with applicable Federal and State regulations, including workplace safety, environmental sanitation, industrial hygiene, and fire protection.  Ensure onsite contractors are in compliance with applicable regulations and notify DEP Management and safety workgroup of problematic areas.

• Maintain operational awareness of safety issues on the Transfer Station grounds and other County Facilities.  Report issues affecting safety of personnel and the public to DEP management.

• Serve as contract administrator for various contracts within the Division.

The individual selected for this position will be considered an Essential Employee.  Essential employees must report to work during a period of general emergency or liberal leave.

 This position requires possession of a valid driver’s license and the ability to drive a County vehicle to conduct site investigations and inspections; conduct and attend meetings and presentations; perform work at locations outside the office; and participate in other work-related duties. 

 MINIMUM QUALIFICATIONS   

Experience: Considerable (3) years of professional experience in Solid Waste, Industrial, Occupational Safety, Environmental Compliance, or related areas.

Education: Graduation from an accredited college or university with a bachelor’s degree

Equivalency:  An equivalent combination of education and experience may be substituted

Driver’s License:  Possession and maintenance at all times of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence.
